The Opportunity
WSDOT Southwest Region is currently seeking an experienced professional to serve as the Region Traffic Engineer in Vancouver, WA. In this role, you will work closely with the region leadership team to direct, develop and deliver all programs and services related to traffic engineering. These range from extremely rural to highly urbanized freeway systems that include a Traffic Management Center, Ramp Meters, Automated Traffic Management Systems, Bus on Shoulder, future Peak Use Shoulder Systems, and a Vancouver area regional traffic signal system. The Southwest Region Traffic Engineer provides leadership to the groups of Traffic Design, Traffic Signal and Electrical Maintenance, Traffic Safety, and Field assessment programs. In this role, you will provide traffic engineering management, which includes strategic planning and policy development related to the current and future operations of the region’s multi-modal transportation system. For Southwest Region, these activities are unique given the need for bi-state coordination of connections across the Columbia River with relevant jurisdictions in Oregon.
 
What to Expect
Among the varied range of responsibilities held within this role, the Region Traffic Engineer will:

  • Work closely with the Director of Traffic Operations and other Region Traffic Engineers in developing statewide traffic engineering policies that provide for the ability to apply contextual decisions.
  • Ensure safety of the travelling public that use the transportation system.
  • Manage Traffic Operations budget through prioritizing activities based on agency values and goal areas.
  • Conduct regular reviews and strategic planning regarding budget to position the agency for future needs.
  • Represent the Department in Tort and Access Litigation in Collaboration with WSDOT Risk Management Office and Attorney General’s Office.
  • Engage with region planning staff to participate in various corridor studies, make recommendations that promote the agency values and goal areas and position the region for the future of transportation.
  • Final approval and stamping of QBOD documentation prior to installation of field safety devices
  • Final approval of Intersection Control Evaluations to determine safe and efficient operation of intersections.
  • Final approval and stamping of plans and specifications designed by the Traffic Design program.
  • Final approval in collaboration with OEO, for Region ADA accessibility for closed pedestrian crossings and Open but Not Accessible crossings documentation.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Seven (7) years of Traffic Engineering experience in Corridor Operations, Traffic Operations, Traffic Design or TSMO related field. 
  • At least three (3) years of supervisory experience. 
  • A Professional Engineering License in the State of Washington or be licensed as a Professional Engineer in another state with the ability to obtain licensure in Washington State within 6 months of employment.
  • Professional based knowledge of MUTCD, NACTO, AASHTO Green Book.
  • Knowledge in management principles, public policy, legal requirements, tort liability, legislative process, performance management, budget preparation & management; project and program delivery.
  • Knowledge of personnel procedures including recruitment, retention, hiring, promotions, corrective action, union contracts and other applicable civil service rules and regulations. 
  • Proven leadership skills to guide, monitor, train, and develop the Region Traffic Office Staff. 
  • Ability to achieve agency and big picture region goals by identifying and building strategic relationships internally and with agency stakeholders.
  • Ability to analyze information to understand relationships, patterns, and causes and effects, integrate data and check facts.
  • Ability to engage others and encourage trust.
  • Skills to communicate both verbally and in writing; speak at public meetings; make decisions; coach, mentor, and train staff; plan short and long range programs; develop strategic direction for a large and growing program and staff.
  • Proven leadership skills to guide, monitor, train, and develop the Region Traffic office staff.
  • A valid driver's license to drive state vehicle to attend meetings, conferences, and conduct field investigations.

It is preferred that qualified candidates also have:
  • Master’s degree in related engineering field or Business Administration. 
  • Registration as a Professional Traffic Operations Engineer (PTOE).
 
Important Notes 
  • The official WSDOT duty station for this position and telework arrangement will be determined based on overall business needs.
  • This position requires a Professional Engineers License issued by the State of Washington. License holders from other states will be expected to obtain a WA State PE license within six months of appointment.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
