Position Description

The Seattle Office for Civil Rights (SOCR) is seeking a leader centered by their commitment to racial equity and civil rights to lead the Civil Rights Investigations team. This is an exciting opportunity to advance SOCR’s mission by promoting and advocating for civil rights through education, investigation, and enforcement of the City's civil rights and nondiscrimination laws.  


The Civil Rights Investigations Supervisor leads a team of highly skilled investigators responsible for investigating and resolving complaints of discrimination, and responsive enforcement of Seattle's civil rights laws. As part of the Civil Rights Enforcement Division, the Supervisor provides leadership and guidance to investigators engaged in enforcement activities and is accountable for managing all aspects of case investigationsTheir work includes reviewing and approving all enforcement subpoenas, investigative findings, settlement agreements and administrative orders.  Critical to the role is ensuring that case investigations are complete and thorough, meet EEOC substantial equivalency requirements, and can withstand judicial scrutiny. 


SOCR works to achieve race and social justice, advance, and protect civil rights, and end barriers to equity in the City of Seattle. We enforce local and federal discrimination rights laws in employment, housing, public places and contracting within Seattle city limits, as well as civil rights protections such as Seattle's all-gender restroom ordinance, ban on providing conversion therapy to minors ordinance, and Fair Chance Housing ordinance. SOCR educates the public on the laws that protect all of us and helps businesses and housing providers operate free of discrimination.

Job Responsibilities

The Civil Rights Investigations Supervisor leads a team of highly skilled investigators responsible for investigating and resolving complaints of discrimination, and responsive enforcement of Seattle's civil rights laws. 


Here’s more about what you will be doing: 

  • Lead, supervise and support the Civil Rights Investigation team in their work of investigating and resolving complaints of discrimination and responsive enforcement of Seattle's civil rights laws. 

  • Ensure that the work of the Civil Rights Investigation team is consistent with established business practice, procedural rules and legal standards and aligned with SOCR’s mission. 

  • Review and approve investigative subpoenas, findings, settlements, and administrative findings. 

  • Respond to customer service questions and concerns related to case investigations. 

  • Conduct ongoing legal research and review of investigative policies and practices to ensure unit services are consistent with case law and reflect best practice. 

  • Make policy recommendations to strengthen the civil rights enforcement in the City. 

  • Serve as a technical resource regarding civil rights investigations providing technical assistance and training. 

  • Actively participate and support the work of the Enforcement Division and SOCR. 

Qualifications

Specifically, you’ll be prepared to take on this role if you have a combination of the following: 

 

Experience in: 

  • Conducting civil rights investigations and enforcement of civil rights and nondiscrimination laws. 

  • Applying legal theory and principles in the investigation of civil rights and nondiscrimination laws. 

  • Leading people and operations to achieve measurable outcomes. 

  • Cultivating a relational work culture that embraces transparency, accountability, and collaboration. 

  • Delivering and/or facilitating civil rights training. 

  • Utilizing trauma-informed care strategies during the investigation process. 


Knowledge of: 

  • Local and Federal discrimination laws. 

  • Civil Rights investigation and enforcement best practice. 

  • Racial equity, social justice principles, and the harms of institutional racism, with the demonstrated ability to apply this knowledge in your work. 

  • Proficiency in Microsoft 365 suite of products for communications, analysis, presentations, and reports. 

 

Substantial skills in: 

  • Editing, proofreading and evaluation of legal writing and documents. 

  • Modeling race and gender equity in relationships with co-workers, colleagues, community, and others.

  • Effectively communicating via reports, briefing memos, and public speaking. 

  • Project management, including the ability to produce, track and manage multiple deliverables with overlapping deadlines. 


As of October 18, 2021, City of Seattle employees are required to be fully vaccinated against COVID-19. Additional Information

The position is a member of the Enforcement Division and is a full-time time position classified as Strategic Advisor I, General Government.   A process is underway to have PROTEC17 represent individuals in this classification title within SOCR. This role may be required to work nights, evenings, weekends; or attend meetings at locations outside of the office. Most work is performed in a normal City work/office environment but at this time the work is be performed remotely. 

 

Our plan is to conduct first round interviews for this position on Thursday, February 10th.
