The Office of Equity and Community Partnerships in the Director’s Office, Public Health-Seattle & King County (PHSKC), is seeking a Disability Justice Manager (Project/Program Manager III) who will bring their lived experiences as well as their technical knowledge to provide subject matter expertise and policy guidance to the Office of Equity and Community Partnerships, Public Health – Seattle & King County. The position will establish equity justice practices and partnerships with the disability community and other governmental and non-governmental organizations to facilitate learning and best practices. As Public Health – Seattle & King County has declared racism is a public health crisis, the position will focus on advancing the intersection of disability and racial justice in Public Health.
 
 
This is a term-limited temporary (TLT) or Special Duty Assignment (SDA) position funded by a Centers for Disease Control and Prevention (CDC) COVID-19 and Health Equity grant which has a budget period from June 1, 2021, to at least September, 2023. This position will contribute to the grant’s goal of reducing health disparities in COVID-19, other health conditions, and the social determinants of health within the King County disability population.

Job Duties

The Disability Justice Manager will ensure that the needs of people living with disabilities are incorporated into the department’s work to reduce and eliminate racial/ethnic disparities, as well as disparities for people with disabilities. The position will:

  • Work and liaise with the disability and racial equity community and other partners.
  • Provide cross departmental coordination to advance disability justice issues related to COVID-19 and social determinants of health impacting the disability community. 
  • Support creation of meaningful systems, policies and procedures informed by stakeholders and aligned with the goals of King County’s declaration of Racism is a Public Health Crisis and King County’s Equity and Social Justice Strategic Plan
  • Develop an action plan to implement Americans with Disability Act (ADA) compliance and accessibility in Public Health-Seattle & King County.
Communication 
  • Promote and facilitate communication between the office, public health department, other King County departments, community agencies, associations, and the public. Contribute to community leaders, inter-jurisdictional or multi-agency policy development. Represent the office in community and inter-jurisdictional meetings.   
  • Address conflicts as opportunities for collaboration with demonstrated facilitation, negotiation, and consensus-building skills.



Experience, Qualifications, Knowledge, Skills

  • Experience working with persons with disabilities, as well as Black and Indigenous People of Color (BIPOC) and low-income communities.
  • Experience working collaboratively with diverse stakeholders including individuals, families, culturally specific and community-based groups, volunteer boards, policy committees, service providers, government and systems partners, and co-workers.
  • Knowledge and application of Title II of the Americans with Disabilities Act, and other local and federal civil rights laws. 
  • Experience implementing COVID-19, health equity, and/or social determinants of health focused policies, programs, or initiatives; working in community organizations or public health programs. 
  • A well-developed understanding of anti-racism/equity and social justice principles and experience leading teams and/or implementing policies that integrate equity and social justice as well as community-centered approaches into program design and policy change.? 
  • Demonstrated ability use Microsoft Office applications, in particular Teams, Word, and Excel

  • Demonstrated knowledge of:
    • Equity and social justice principles and practices, and understanding complex application of intersectional approaches and strategies, in terms of disability and race, ethnicity, age, gender identity, sexual orientation, religion, economic status, class, and other identities.
    • Government and employment requirements of the ADA.
    • Different accessibility and accommodations needs for people with physical, developmental, and behavioral disabilities.
    • Making communications, meetings, and events accessible to the disability community and expertise in principles and processes of public health, health equity and social determinants of health related to identified population needs. 
  • Demonstrated knowledge of population health issues, including COVID-19, affecting King County residents.     
  • Ability to communicate effectively in English in writing and verbally

Work location: This position will work remotely, but may be required to report to work at the Chinook Building (401 5th Ave in Seattle)  for meetings, or in the field to meet with community members.
 
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.  Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.  There will be situations where the employee is required to report to a County worksite.  Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer.

Work schedule: The normal work schedule for this position is Monday through Friday, 8:00am to 5:00pm This position is not subject to the Fair Labor Standards Act and is not overtime eligible.
