Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is seeking multiple temporary engineering technicians in Spokane to perform technical work in support of primarily construction and some design activities of WSDOT projects. In this high impact role, the selected individuals will provide essential skills for the delivery of critical tasks and will be a part of the foundation for project delivery. This includes field site assessments, assisting with the basic level design and development of plans, specifications, and estimates, inspecting construction projects, testing materials, basic surveying, and other duties necessary to ensure that WSDOT projects are designed and constructed according to established standards and specifications. You will be working in varied environments, such as out in the field, in an office atmosphere, and in the laboratory.
 
What to Expect
We are looking to fill multiple temporary positions that are expected to last approximately three months. 
 
Among the varied range of responsibilities held within this role, you will:

  • Assist other WSDOT inspectors by performing on-site reviews and inspections on active highway construction projects. 
  • Inspect the contractors’ work for conformance to construction plans and specifications.
  • Work as a density tester on subgrade, surfacing, and paving projects. 
  • Work as an asphalt inspector on paving projects. 
  • Work in a materials laboratory receiving samples and performing testing, reports, and calculations
  • Take field notes, calculate quantities, and complete inspector's daily reports.
  • Perform design tasks, drawing and revising contract plan sheets. 
  • Use computer to produce Special Provisions, Ebase estimates, Structure Notes, and Quantity Tabulations.
  • Review quality and measure and calculate quantities for contract bid items.
  • Operates, adjusts, and maintains all types of survey equipment; assist in layout and measurement surveys for construction projects. 
  • Operate state vehicle to travel to the construction site.
  • Visibly demonstrate your commitment to the Department's safety program.
  • Communicate both orally and in writing, and work in a cooperative and courteous manner with the public, contractors, supervisors, and other department staff.
 
Qualifications
This recruitment will be used to fill multiple positions. Positions will be filled as a Transportation Technician 1, Transportation Technician 2, or Transportation Technician 3, depending on qualifications. 
 
To be considered at the Transportation Technician 1 level, a candidate is required to have:
  • Graduation from high school or GED equivalent. 
 
To be considered at the Transportation Technician 2 level, a candidate is required to have at least one of the following:
  • High school diploma/GED AND two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. College level or vocational/technical course work in engineering, drafting, survey, mathematics or close related fields will substitute for the required technical engineering experience on a year-for-year basis. 
  • Three (3) years minimum experience as a Highway Maintenance Worker or equivalent.
  • An Associate's degree in Civil Engineering or related field.
  • Completion of technical program of at least 1,200 instructional hours.
 
To be considered at the Transportation Technician 3 level, a candidate is required to have at least one of the following:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
  • A Bachelor's degree in Engineering or closely related field.
  • Certification as an Engineer-in-Training.
  • A Land Surveyor's license.
 
 At any level, candidate must also have:
  • The ability to perform, check, and interpret engineering calculations.
  • The ability to transport, manipulate, and move materials and equipment weighing up to 50 lbs.
  • Ability to work in an outdoor environment to include all weather conditions, navigating uneven terrain, confined spaces, noise, airborne dust, heights and next to traffic.
  • Flexibility to adjust work schedule to coincide with contractor activities including the ability to travel as needed, work nights, long hours, and/or out of town.
  • The ability to maintain valid driver's license.
  • Western Alliance for Quality Transportation Construction qualified tester certification (preferred).
  • American Concrete Institute qualified tester certification (preferred).

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
