Summary


The Central Employee Services Division (CESD) within the Department of Human Resources (DHR) seeks an experienced, dynamic, and motivated Disability Services Manager.
 
The Disability Services Manager is responsible for leadership, direction, oversight, and support to ensure high quality service delivery of Disability Services programs. Disability Services facilitates the reasonable accommodation process and provides guidance for leaves to King County employees, supports return-to-work/stay-at-work programs, and provides and maintains employment opportunities for individuals with developmental disabilities through the County’s Supported Employment Program. This role will also provide day-to-day supervision of four Disability Services Consultants.
 
The Disability Services Manager is a member of the CESD leadership team and reports to the Deputy Director. The role works in close partnership with countywide human resource professionals to provide highly specialized assistance to management and employees to balance departmental operational needs with compliance with applicable federal, state, and local laws.

The Central Employee Services Division is a division within DHR. Ensuring the health and safety of employees is the County’s number one priority and the division provides integrated services in the areas of Safety and Claims (Workers’ Compensation), Disability and Leaves, Balanced You (Well-being) and Employee Giving, Employee Assistance Program, Benefits Strategy, as well as Benefits, Payroll, and Retirement Operations. As a self-insured entity in Washington State, the County self-administers its Workers’ Compensation program.

Other Position Information
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday. This position is not represented by a union and is classified as a Human Resource Manager II; class code: 1171100.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As the Disability Services Manager, you will:
 

  • Provide countywide leadership, expert knowledge, strategy, and guidance in the areas of federal, state, and local reasonable workplace accommodation and employee leave laws.
  • Act as chief spokesperson on workplace disability accommodation issues; countywide policy development; and service delivery strategies, goals, and objectives related to employee leaves, reasonable workplace accommodations, and supported employment.  
  • Manage and oversee a team of professional staff who provide disability and reasonable workplace accommodation services, employee leaves, return-to-work/stay-at-work services, and supported employment services, to ensure compliance with applicable federal, state, and local laws.
  • Effectively identify and recommend reasonable workplace accommodations that are legally defensible and balance department operational needs to ensure continued delivery of County services.
  • Develop and maintain productive relationships with department directors, senior managers, union representatives, legal advisors, and senior human resources staff throughout the County.
  • Ensure internal and external systems and processes meet legal requirements and business needs. 
  • Develop, implement, and monitor performance metrics of Disability Services programs.
  • In conjunction with the CESD Deputy Director, develop and implement both short and long-range strategic goals for Disability Services programs countywide. 
  • Analyze and interpret personnel policies, procedures, guidelines, and other human resources programs, projects, and recommendations; oversee the dissemination of human resource policy information; lead and/or participate on policy development committees.
  • Participate as a senior manager on CESD’s management team.
  • Perform other duties as assigned. 

Experience, Qualifications, Knowledge, Skills

Minimum Qualifications 

  • Bachelor’s degree in Human Resources, Business Administration, or related area; AND
  • Five years of increasingly responsible experience in human resources; OR
  • Any combination of education and experience that clearly demonstrates the ability to perform the duties of the position.  
Other Qualifications 
  • Extensive experience, knowledge, and skill in the interpretation and application of current federal, state, and local workplace accommodation and employee leave laws in a large, unionized organization. 
  • Knowledge and skill in the application of supervisory and management techniques and principles, leading and developing teams, and coaching employees.
  • Demonstrated ability to work well with people, lead teams, and manage collaboratively to achieve positive results. Strong collaborative partner who exercises a high level of tact, good judgement, discretion, diplomacy, and cooperative work relationships with diverse groups of people. 
  • Knowledge of public sector management experience in a political environment.
  • Ability to effectively plan, set priorities, allocate resources, and manage complex tasks to include coordination with individuals and teams across the County. 
  • Ability to deliver on both long and short-range goals, and exercise flexibility and political agility to effectively influence decisions and lead change. 
  • Advanced skill in effective verbal and written communication.
  • Skill in problem-solving, conflict resolution, and decision-making.
  • Ability to anticipate, draw conclusions, and adapt to changing needs. Ability to identify gaps in processes, gather information from stakeholders, and develop plans to mitigate gaps. 
  • Skill in the delivery of effective formal presentations to diverse audiences with different opinions and considerations.
  • Skill in building consensus among individuals with conflicting viewpoints and convincing others to act. 
  • Skill in constructive conflict resolution and ability to work around obstacles to ensure success. 
  • Familiarity with general human resources processes and procedures within the employee life cycle. Strong delegation and time management skills. 
 Desired Qualifications 
  • Experience supervising employees, conducting performance appraisals, coaching, and providing constructive feedback.
  • Related vocational certifications such as Certified Rehabilitation Counselor (CRC), Professional Human Resource designation (SPHR, PHR, SHRM-SCP, SHRM-CP, or IMPA-HR), Certified Disability Management Specialist (CDMS), or Registered Washington State Department of Labor and Industries Vocational Rehabilitation Counselor (VRC). 
  • Experience working in the public sector in a highly unionized workforce.

Teleworking Requirement 
The work associated with this position will be performed predominately through a hybrid work structure of onsite and remote work. Onsite presence will vary based on business and operational need. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
