About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Washington State Ferry (WSF) system is an essential part of Washington's transportation network, linking communities on both sides of Puget Sound and the San Juan Islands. There are over 400 sailings each day on 10 ferry routes.  WSF transports over 17 million passengers a year and has more than 1,800 employees. Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters. 
 
The Opportunity
WSDOT is currently seeking a Director of Safety Systems to serve as the principal executive with overall responsibility for Washington State Ferries safety, risk, security, emergency management, workforce development and training and document control (which includes Safety Management System (SMS) and coordination of Public Disclosure Requests). WSDOT is looking for a strong leader with experience managing diverse functions to provide leadership and direction at the corporate level for a diverse team of safety, security, risk, and training professionals. The position establishes accountabilities and expectations of the professional staff necessary to achieve a progressive and proactive organization following state, national, and industry best practices and ensures the alignment for all SMS issues and initiatives with strategic goals and objectives. This position advises the Assistant Secretary on high-level safety and security risks, threats, and mitigation strategies that protect WSDOT assets. Acts as the primary point of contact for WSF’s primary regulatory agency, the U.S. Coast Guard (USCG). The position manages all WSF’s training functions, to ensure compliance with USCG and other requirements, and workforce retention and development.
 
 What to Expect
This position provides leadership and directs the planning, coordination, and compliance on all aspects of safety, risk, security, emergency management, training, and document control as defined by laws and regulations for all Ferries assets to include vessels, terminals, shoreside facilities, and WSF’s Eagle Harbor Maintenance Facility on Bainbridge Island.

Among the varied range of responsibilities held within this role, you/the Director of Safety Systems will:

  • Ensure SMS is meeting appropriate federal and international regulations.
  • Facilitate, review, and approve the drafting of applicable SMS Procedures.
  • Oversee management of emergency preparedness and response initiatives and programs, as well as the maintenance of the Emergency Operations Center (EOC).
  • Fulfills emergency response duties as assigned in the Incident Command System (ICS).
  • Ensure WSF executive and management staff are adequately trained and exercised all aspects of the Incident Management Team (IMT) responsibilities. 
  • Ensure employees are trained and qualified to safely operate the WSF system meeting regulatory requirements.
  • Review, analyze, and assess security and emergency incidents and reports and formulate appropriate follow-up action plans.
  • Point of contact for Washington State Patrol and USCG.
  • Performs long-range planning, sets annual goals, and provides input for Safety Systems strategic plan used in SMS Management Review. 
  • Works collaboratively with the Office of Sustainability and Environmental Services to ensure that WSF terminals, vessels, and maintenance facility is operating in an environmentally safe manner in compliance with the Safety Management System (SMS).
 
Qualifications
This position is the lead executive for Safety Systems within WSF. The incumbent must possess a strong background in advanced management principles and skills as well as an extensive background in working in complex organizations managing multiple teams. 
To be considered for this opportunity, the following are required:
  • Bachelor of Arts of Science Degree in Business, Business Administration, Risk Management, Safety, or a related field or a combination of education and/or experience that qualifies for the position.
  • Knowledge of the safety, security, training and emergency management processes.
  • 15 years of progressive management experience in leadership and strategic planning principles.
  • Experience in making both strategic and tactical decisions.
  • Ability to multi-task in a variety of related disciplines.
  • Develop and maintain collaborative working relationships with all levels within the organization and external stakeholders. 
  • Knowledge and/or experience with internal auditing procedures, policies, and outcomes.
  • Experience or training in contract management and negotiations. 
  • Ability to obtain a Homeland Security Transportation Worker Identification Credential (TWIC) within 60 days of employment.
  • Ability to complete Designated Person Ashore certification within six (6) months of employment.
  • Complete FEMA Emergency Management training IS-100 and IS-200 within six (6) months of employment. 

It is preferred that qualified candidates also have:
  • Experience in Change Management, LEAN, or Six Sigma process improvements.
  • Lead Auditor for ISM or ISO 9000 Quality Management.
  • Experience in the application of federal, state, and local laws and regulations in a marine environment.
  • Experience in a safety/security role in a public agency.
  • Experience training and qualifications as the Designated Person in a marine environment.
  • Implementation of a Safety Management System within the marine environment.
  • Experience in developing and implementing complex training programs.
  • Certified in Emergency Management. 
Important Notes 
  • This position offers flexible/hybrid remote work options, but local residency is necessary.
  • The salary listed includes the legislative-approved 5% salary premium for positions with an assigned duty station in King County.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
