Summary


Metro's General Manger's Office is seeking an outstanding leader to serve as the agency's ADA and Universal Access Program Manager (PPM III). This position will support Metro in furtherance of its commitment to providing equitable and accessible services in all of Metro's programs by applying their knowledge of Title II of the ADA, transition planning, and principles of universal access and design. This role will be a collaborator and advisor of teams across Metro, with the primary responsibility of supporting strategic planning and execution of its ADA transition plan. The ideal candidate will have a passion for community paired with sophisticated project management skills necessary to effect change in a large government organization.
 
This position will be filled as Special Duty Assignment or Term Limited Temporary employee that is expected to last until 
12/31/25 and may be extended. This may be used to generate a pool list for future Career Service, Term Limited Temporary (TLT), and Special Duty Assignment (SDA) positions that may occur in this classification. The list would be valid for 12 months upon creation This position reports to Metro's EEO Officer.

Job Duties

Applying equity and social justice principles is a daily responsibility and foundational expectation for all King County employees. In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of this work. As the ADA and Universal Access Program Manageryou will:  


  • Support Metro in the strategic planning and execution of its ADA transition plan by developing and communicating a clear vision and direction, expected outcomes, and appropriate timelines for making recommended improvements and changes in how Metro delivers services to its riders and customers with disabilities.
  • Advise Metro divisions on compliance with Title II of the ADA in their administration of public facing services and programs.
  • Provide support to other ADA staff in the delivery of services to customers with disabilities, including requesting reasonable modifications and receiving ADA-related complaints.
  • Work with advocates, community partners, and Metro stakeholders to advance disability justice issues and the development of universally accessible and anti-ableist services and policies in compliance with local and federal law and aligned with King County's Equity and Social Justice Strategic Plan and Disability Equity Action Plan.
  • Create written documents including: educational material for the Metro workforce on the requirements of Title II of the ADA and accessibility issues, reports to oversight bodies such as the King County Council and the Federal Transit Administration, and internal memoranda on the progress of transition plan implementation
  • Provide project/program leadership. Coordinate and review processes related to project or program.
  • Other duties as assigned.

Experience, Qualifications, Knowledge, Skills

We are looking for candidates who have:  

  • Three years of increasingly responsible technical and leadership experience advocating for the rights of people with disabilities, increasing access to services/programs for people with disabilities, and/or effecting compliance with Title II of the ADA OR a combination of education, training, and/or professional or life experience which provides the equivalent background required to effectively perform the work of this position.
  • Knowledge and application of Title II of the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, and other local and federal civil rights and antidiscrimination laws.
  • Experience working with persons with disabilities, BIPOC, and low-income communities relating to access and functional needs. 
  • Proven experience in project management, strategic planning, community engagement and partner relations.
  • Experience working collaboratively with diverse stakeholders including individuals, families, culturally specific and community-based groups, volunteer boards, policy committees, service providers, and government and systems partners.
  • Proven experience in project management, strategic planning, community engagement and partner relations.
  • Experience in policy analysis and policy development using a racial equity and disability equity framework.
  • Written and oral communications and presentation skills. Including experience creating educational materials and program evaluation reports
  • Ability to create and facilitate open dialogue such that multiple and diverse perspectives and style are heard and respected and to facilitate difficult conversations related to power and privilege, particularly related to race, ability, gender, and other protected classes.
  • High integrity, exhibit strength with composure, possess a good sense of self, knowing personal strengths, weaknesses and biases and the impacts of these on others.
  • Experience working independently and as a part of a team in a fast-paced work environment with changing priorities.

Highly competitive candidates will have (desired, but not required):    

  • Experience conducting and managing ADA transition plans for government agencies.
  • Experience working in the transit industry and with the Federal Transit Administration.
  • Experience providing direct representation or services to people with disabilities.
  • Knowledge of other Civil Rights laws, including Title VI of the Civil Rights Act
  • Have an advanced understanding of and commitment to continuously learning about and addressing systems of institutional and systematic racism, ablism, power and privilege within the context of the United States history.
  • Prior experience with data collection and civil rights compliance reporting to legislative bodies and federal agencies.
  • Experience working with employees and/or communities who speak English as a second language.

Other Position Information
This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.

Union membership: This position is not represented by a union. 

The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
