The Adult Services Division (ASD) of DCHS works in partnership with communities to develop, support and provide human services programs focused on achieving results in housing stability, financial stability, healthy living, and social engagements for veterans, service members, and their families; older adults and their caregivers; and other populations who experience vulnerability. The division’s work also includes efforts to strengthen connections within and improve access to the human services system.

ASD manages and provides equity-focused stewardship of revenue from the Veterans, Seniors, and Human Services Levy (VSHSL), the RCW 73.08 veterans assistance fund and King County general fund-funded human services programs. ASD also supports the King County VSHSL Advisory Board and the King County Women’s Advisory Board.

The VSHSL defines resilient communities as persons or communities susceptible to reduce health, housing, financial, or social stability outcomes due to systemic or historical exposure to trauma, violence, poverty, isolation, bias, racism, stigma, discrimination, disability, or chronic illness. Some examples include communities of color; immigrant and refugee communities; persons with disabilities; survivors of domestic violence and other gender-based violence; persons who identify as lesbian, gay, bisexual, transgender, queer, question, intersex or asexual; and survivors of human trafficking. 

Adult Services Division (ASD) seeks a proven leader, effective program manager and subject matter expert on adult human services, particularly around workforce development and stabilization efforts.

This position is responsible for the development and implementation of the Human Services Workforce Stabilization strategy in accordance with the Veterans, Seniors, and Human Services Levy (VSHSL) Implementation Plan. This role will be responsible for coordination, management, and maintenance of Workforce Stabilization projects including procurement, contracting and contract monitoring. This position is responsible for collaboratively planning, implementing, maintaining, and reporting on ASD Workforce Stabilization investments with internal, external, and community partners. While often working independently, this position functions as part of a larger team of the Adult Services Division working collaboratively to align and administer efforts supporting the Workforce Stabilization Program.

WORK SCHEDULE/CONDITIONS:  
This position is exempt from the provisions of the Fair Labor Standards Act and not eligible for overtime. Typical hours are Monday - Friday 8am-5pm.  The position is represented by PROTEC17.

TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Develop and implement a Human Services Workforce Stabilization strategic plan in accordance with the VSHSL Implementation Plan. 
  • Serve as the Division’s subject matter expert on workforce stabilization. 
  • Regularly monitor and stay apprised of national best practice research
  • Serve as subject matter expert on topics such as provider burnout, recruitment and retention strategy, training, and competency building efforts that may lead to workforce stabilization. 
  • Coordinate an overarching strategy involving ongoing and new workforce stabilization initiatives and strategies. 
  • Liaise with the Policy and Community Engagement team to gain feedback from external stakeholders regarding workforce challenges and to develop strategies that are informed by key stakeholders including human service provider agencies and staff.
  • Host presentations, trainings, and facilitate meetings with internal and external partners to disseminate and collaborate on best proactive strategies related to combatting burnout & successfully recruiting and retaining workforce.
  • Coordinate and manage contracts and/or procurements, respond to inquiries related to programs and projects, and develop programmatic recommendations. This includes the development of contracts, amendments, budgets, and reports.
  • Monitor program and administrative compliance of ASD contracted partners.
  • Provide ongoing technical assistance and/or training to contracted partners.
  • Partner with the Performance Measurement and Evaluation and the Policy and Community Engagement Teams to conduct assessments, utilization and outcome data analysis and quality improvement activities for workforce projects.
  • Draft external correspondence for supervisor or management. 
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

  • Demonstrated knowledge of equity and social justice principles and practices, and understanding of the effects of place, race, policy, and systems-based inequities on marginalized communities and populations. 
  • Minimum 3 years of experience in program development, working independently or as part of a team to implement new programs or pilots.
  • Minimum 2 years of workforce development, recruitment, retention, benefits, and/or other workforce stabilization activities in or for the non-profit sector.
  • Strong ability to collaborate, listen, and garner feedback from diverse audiences. 
  • Experience with planning, program implementation with public involvement, data collection, and continuous improvement. 
  • Experience working and communicating successfully with diverse public and private stakeholders in a politically complex environment. 
  • Demonstrated facilitation, negotiation, and consensus-building skills. 
  • Experience supporting multiple projects and tracking activities and deliverables/reporting requirements to move projects forward and achieve outcomes, including reviewing and approving invoices. 
  • Knowledge and/or experience with developing and implementing strategic plans. 
  • Knowledge and experience managing a budget over $10M. 
  • Experience with and knowledge of the publicly funded service providers of King County and/or the State of Washington.
  • Experience with, and knowledge of contract development, negotiation, budget development and management, and program development.
  • Experience with and knowledge of gathering and analyzing data, outcomes, reports, and quality improvement recommendations and the ability to develop formal reports for professional and community audiences.
  • Ability to work with creativity and flexibility, both independently and as a team member. 
  • Ability to work under deadlines and organize and prioritize work quickly in response to changing needs. 
  • Proficiency in the use of personal computers with working knowledge of MS Teams, Excel, Word for Windows, PowerPoint, and MS Outlook.
  • Analytical and problem-solving skills.
NECESSARY SPECIAL REQUIREMENTS:  
Valid Washington State Driver's License, or the ability to travel around the county and state in a timely manner. 

DESIRED QUALIFICATIONS:
Bachelor’s degree in public administration, business administration, social work, or other related field.
