About WSDOT

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

 

The Opportunity

WSDOT is seeking two dynamic transportation executives with extraordinary and proven leadership skills to serve as the next Region Administrators. The two Region Administrator vacancies are located in the North Central Region based in Wenatchee, WA; and the South Central Region based in Union Gap, WA.

 

The Region Administrators will manage all WSDOT Multi-Modal Transportation programs and activities over their assigned Region. Located in Central Washington, both regions contain multiple interstate and inter-jurisdictional transportation corridors that are vital to the movement of freight, people, goods, and services throughout our state that keep our state's economy alive. Managing these corridors involves a series of highly visible, complex, and time sensitive projects, actions, and activities to be able to satisfy the needs of the public and multiple local, state, federal, and tribal organizations, and regulatory agencies. Both regions are responsible for significant sections of 1-90, which by itself, is estimated to have 6,000 daily truck trips that transport an estimated 39 million tons of freight annually. This volume of freight equates to $120 billion worth of goods to domestic and international markets.

 

Internally, these positions are responsible for the day-to-day management and operations of their regions, systematically fostering an inclusive work environment that promotes the agency's mission and strategic direction, while encouraging innovative performance to plan, design, construct, operate and maintain the transportation system. Externally, the incumbents must be effective ambassadors and spokespersons for the department on transportation matters, establish strong relationships with stakeholders to build coalitions, create constituent support, and influence public opinion on issues of vital importance locally and to the State of Washington.

What to Expect

Among the varied range of responsibilities held within this role, you will:

  • Determine the overall focus and direction of the assigned Region programs, projects, and positions.
  • Represent WSDOT to federal, state, and local elected/appointed officials, tribes, advisory groups, community groups, business organizations, business owners, property owners, and other citizens.
  • Understand and strategically use the interrelationships of maintenance, traffic operations, preservation, safety improvements, capacity increases, design standards, and funding limitations in a way that will enable WSDOT to deliver a multimodal transportation system.
  • Lead and direct Assistant Region Administrators (WMS Managers) involved in ensuring program and project goals are met in the following areas:
    1. Engineering and Construction 
    2. Maintenance 
    3. Local Programs
    4. Communications
    5. Coordination with HQ 
  • Determine and provide direction for the Region's transportation planning and budgeting efforts necessary to preserve and enhance the statewide transportation system.
  • Participate as a board member of various state and regional transportation planning organizations. 
  • Build coalitions and project partnerships and encourage the advancement of transportation solutions utilizing traditional as well as non-traditional and creative methods.
  • Align processes and efforts in the Region with WSDOT’s Strategic Plan, the Governor's reform effort, Executive Orders, the Secretary's priorities, WSDOT Values, and with peer Region Administrators.
  • Ensure that all efforts to operate, maintain, manage, and improve transportation corridors are well coordinated to minimize the impact to statewide movement of people, freight, goods, and services as well as with citizens, and state, local and tribal governments.
  • Determine and provide necessary direction to solve problems to meet transportation project scope, budget, and delivery timelines.
  • Encourage, endorse, and lead strategic focus in three key areas – Workforce Development; Diversity, Equity, and Inclusion; and Resilience. 

 

Qualifications

To be considered for this opportunity, the following are required:

  • At least ten (10) years of experience managing and leading sophisticated transportation organizations, transportation projects and/or programs with a focus on supervising or leading professional engineering and planning staff in proven successful completion of projects.
  • A valid Washington State Driver’s license (within 2 months of hire).
  • Work experience in a Civil/Transportation field.
  • Senior level application/use of management principals.
  • Senior level application/use of leadership principles. 


In addition to:

  • Required Knowledge: 
    1. Professional Transportation and Civil Engineering practices and standards.
    2. Management, leadership, teambuilding, and strategic planning principles.
    3. Environmental and highway design laws and regulations.
    4. Finance, budget, and programing procedures.
    5. Legislative processes.
    6. Agency mission goals and objectives.
    7. State employee personnel laws, regulations, and policies.
    8. Knowledge and understanding of Government-to-Government relations. 

 

  • Required Skills:
    1. Professional and technical engineering problem-solving skills.
    2. Advanced written and verbal communication skills, including the ability to communicate complex information to diverse technical and non-technical groups and the media.
    3. Invent, implement, and encourage continuous improvements/change.
    4. Resolve employee concerns.

 

  •  Required Abilities:
    1. Ability to build trust with public, build consensus, and facilitate competing interest groups/individuals in solving complex problems.
    2. Ability to communicate effectively, both verbally and written.
    3. Ability to communicate with the media and legislators.
    4. Ability to make decisions with few prescribed or established approaches.
    5. Ability to learn new information and adjust direction based on the new development.
    6. Ability to translate strategic plans into details, goals, and objectives.

It is preferred that qualified candidates also have:

  • Bachelor’s or Master's degree in Civil Engineering, or related field. 
  • Registration as a Professional Engineer in the State of Washington. 

 

Important Notes 

  • This recruitment will be used to fill two Region Administrator positions (EMS Band 5); one position will lead the North Central Region in Wenatchee, WA and the other will lead the South Central Region in Union Gap, WA.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
