About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
 
The Opportunity
WSDOT Bridge Design office is currently seeking to fill two Bridge Engineer 4 (In-Training) positions in Tumwater, WA. These positions provide design and construction support for transportation structures. Bridge and Structures Office provides a full range of structural engineering services required to provide safe, economical, and reliable structures for Washington's transportation system, currently comprising nearly 3,100 existing vehicular bridges with approximately 18 new bridges being added annually. The Bridge Engineer 4 (BE4) positions represent the culmination of engineering experience and on-the-job training in bridge design. The successful BE4's will have acquired a Professional Engineer's License and solid work experience, enabling them to handle a majority of the structural challenges that the Bridge Design Office is responsible for. BE4's are relied upon for their versatility, their up to-date design and code knowledge, and their superior work production rates. The BE4 may act as a Bridge Office representative for development and construction of Design-Build projects. All work is performed under the supervision of a Washington State Structural Engineer.

What to Expect
Among the varied range of responsibilities held within this role, the Bridge Engineer will:

  • Perform detailed structural analysis and design for all types of bridges and structures, with assistance on the most complex bridges. 
  • Analyze, design, and check structural plans and details for structures in accordance with AASHTO codes and specifications, the WSDOT Bridge Design Manual, and other codes and references.
  • Seal plans, details, and calculations for highway structures in accordance with the Washington Administrative Code (WAC) and Revised Code of Washington (RCW). 
  • Prepare structural calculations. 
  • Prepare structural quantities. 
  • Coordinate detailing of plan sheets. 
  • Review and comment on structural plans and specifications for projects. 
  • Provide guidance and expertise to Region and HQ Offices on structural related issues during construction projects.
  • Review shop plans, requests for information, working drawings and requests for change related to bridge and structures construction projects. 
  • Coordinate with Construction Offices and/or Maintenance Staff to determine best methods for repairs to be made in the field.
  • Act as a representative of the Bridge and Structures Office on projects of various sizes and at conferences and seminars.
  • Act as Bridge Technical Advisor, communicating directly with Project Engineering Offices and the construction support group, in responding to questions and issues arising during contract execution of intermediate to major structures.
  • Develop and check preliminary bridge and structure plans.
  • Intermittent, infrequent in-state travel may be required.

Qualifications
The qualifications for the Bridge Engineer 1 level are:
  • Bachelor of Science Degree in Civil or Structural Engineering. Degrees in other disciplines may be considered when coursework is applicable to structural design and analysis. 
  • A valid state driver’s license.

The qualifications for the Bridge Engineer 2 level are:
  • All Required Qualifications for Bridge Engineer 1. 
  • Successful completion of the NCEES Fundamentals of Engineering Exam (E.I.T. status). 
  • Minimum of 12 months of applicable work experience. Structural design should be the primary focus of this experience. It may include experience in specifications & estimates, construction support, preliminary plans, construction inspection, bridge condition inspection, load rating, design-build projects, or other applicable experience. 

The qualifications for the Bridge Engineer 3 level are:
  • All Required Qualifications for Bridge Engineer 1 & 2. 
  • Minimum of 30 months of applicable work experience, as described in the Required Qualifications for Bridge Engineer 2.

The qualifications for the Bridge Engineer 4 level are:
  • All Required Qualifications for Bridge Engineer 1, 2 & 3. 
  • Minimum of 48 months of applicable work experience, as described in the Required Qualifications for Bridge Engineer 2. 
  • Possession of a Civil Professional Engineering License (PE) in the State of Washington.

It is preferred that qualified candidates also have:
  • Proficiency with Microsoft Word, PowerPoint and Excel programs. 
  • Proficiency in structural design and analysis, including finite element analysis, live load analysis, deep foundation, and seismic analysis. 
  • Working knowledge of CAD software. 
  • Experience in construction and/or inspection of transportation structures. 
  • Experience with the Design Build method of project delivery, such as developing Requests for Proposal (RFP) or Proposals. 
  • Experience with AASHTO LRFD Bridge Design Specifications and AASHTO Guide Specifications for LRFD Seismic Bridge Design. 
  • Experience with the WSDOT Bridge Design Manual, WSDOT Standard Specifications and WSDOT Special Provisions. 
  • Experience with leadership and project management.

  • These positions have been approved for in-training and offer a career path and on-the-job training. These positions allow you to progress through the Bridge Engineer field and achieve the goal class of a Bridge Engineer 4. Candidates will be considered as a Bridge Engineer 1, 2, 3, or 4, depending on their qualifications. The salary levels for each are:
    • Bridge Engineer 1: $57,324 - $77,028 annually
    • Bridge Engineer 2: $63,216 - $85,020 annually
    • Bridge Engineer 3: $69,756 - $93,840 annually
    • Bridge Engineer 4: $80,952 - $108,804 annually
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
