About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking a Transportation Technician 3 (In – Training) in Shoreline, WA. This position is integral to the organizations mission of highway design, construction and right of way. This position works on the survey crew operating the survey equipment, collecting survey data, and processing and delivering the data to customers. The TT3 assists in the preparation of survey records and documents. 
 Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Technician 1, 2 or 3 level. The salaries for these classifications are as follows:
 
  Transportation Technician 1: $45,999 - $61,009 annually depending on qualifications.
  Transportation Technician 2: $55,251 - $74,340 annually depending on qualifications.
  Transportation Technician 3: $62,596 - $84,117 annually depending on qualifications.
 
What to Expect
Among the varied range of responsibilities held within this role, the Transportation Technician 3 will:

  • Coordinate traffic control
  • Prepare pre-activity safety plans, sets up and takes down traffic control devices.
  • Keep field notes.
  • Setting up and operating survey equipment
  • Clear line of sight with hand tools
  • Create/review data files to be delivered.
  • Traverse uneven ground transporting up to 40 lbs. of equipment.
  • Work around traffic, construction activities in inclement weather
  • Take survey notes either electronically in a data collector or manually written in a paper field book.
  • Ability to drive a large survey crew truck.
  • Must be able to work flexible hours, such as weekends, nights, or split shifts.
 
Qualifications
This is a Transportation Technician 3 position. However, the hiring manager reserves the right to fill the position at a TT 1,  TT 2, or TT 3 level (depending on qualifications), providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
To be considered for the TT 1 level, the following are required:
  • Graduation from high school or GED equivalent.
 
To be considered for the TT 2 level, the following are required:
  • An Associate degree in Civil Engineering Technology, surveying, drafting or other closely related fields.
OR 
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related fields.
OR 
  • Graduation from high school or GED equivalent and two (2) years of experience performing basic technical engineering work as a Transportation Technician 1 or equivalent. (College level or vocational/technical course work in engineering, drafting, survey, mathematics, or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis.)
OR 
  • Three (3) years of experience as a Highway Maintenance Worker, one of which must be as a Highway Maintenance Worker 2.
 
To be considered for the TT 3 level, the following are required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
OR 
  • A Bachelor's degree in Engineering
OR
  • Certification as an Engineer-in-Training.
OR
  • A Land Surveyor's license.
 
The following is required at all TT Levels: 
  • Ability to maintain regular and consistent attendance.
  • Ability to obtain and maintain a valid driver's License.
  • Ability to clearly communicate in English both verbally and in writing.
  • Ability to use WSDOT standard software to prepare records, drawings, and documents.
  • Ability to operate and maintain survey instruments and associated software.
  • General knowledge of engineering and surveying principles.
  • Ability to read, interpret and follow manuals, contracts, policies, and procedures.
 
It is preferred that qualified candidates also have:
  • Land Surveyor In-Training Certificate (LSIT) 
  • A Surveying, Civil Engineering or Technical Degree 
  • Experience in other transportation disciplines such as Construction 
  • Experience using drafting software to prepare records, drawings, and documents (Microstation and lnRoads). Experience working on a survey crew and operating surveying equipment. 
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
  • A Bachelor's degree in Engineering
  • Certification as an Engineer-in-Training
  • A Land Surveyor's license (PLS)

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. 
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
