About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking two Transportation Technicians (TT3) in Everett, WA. The top candidates will perform timely and accurate material testing on the job site, record test data and interpret test results; assist in inspection of highway related construction projects to ensure compliance with contract plans, specifications, and environmental commitments or permits. The purpose of this position is to help provide a safe, reliable, and timely built facility for the public by ensuring projects are constructed as the way they are intended. 
 
What to Expect
Among the varied range of responsibilities held within this role, the TT3 will:

  • Perform a variety of job-site tests, record test data, and interpret test results. 
  • Serve as a materials tester at an asphalt or concrete plant by observing batching operations, performing materials tests, collecting samples, checking plant equipment and procedures, and completing paperwork. 
  • Perform asphalt mix tests such as asphalt content and maximum density. 
  • Performs soils tests such as proctor density. 
  • Performs aggregate tests such as sieve analysis, sand equivalent, and moisture content. 
  • Operate nuclear densometer. 
  • Perform concrete tests such as yield, slump, and air entrainment. 
  • Cast cylinders and beams. 
  • Assist in inspecting a variety of highway construction projects to ensure work is done in conformance with the contract plans, Special Provisions, Standard Specifications, permits and regulations. 
  • Assist in inspecting items including, but not limited to, structures (bridges, retaining walls, etc.), grading, paving (ACP and PCC), drainage, waterlines, illumination, signals, signing and striping, landscaping, and erosion control.
  • Prepare accurate and complete field note records and calculations supporting payment of inspected contract items.
 
Qualifications
This is a Transportation Technician 3 (TT3) position. However, the hiring manager reserves the right to fill the position at a lower level (TT2) depending on the qualifications, providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
  
To be considered for this opportunity at the Transportation Technician 2 (TT2) level, one of the following is required:
  • Associate degree in civil engineering technology, surveying, drafting or other closely related field OR
  • Completion of an accredited vocational/technical program consisting of at least 1,200 instructional hours in Civil Engineering Technology, surveying, drafting, structural detailing, engineering design or other closely related field OR
  • Graduation from high school or GED equivalent AND two (2) years of experience performing basic technicaI engineering work as a Transportation Technician 1 or equivalent. College level or vocational/technical course work in engineering, drafting, survey, mathematics, or other closely related fields will substitute for the required technical engineering experience on a year-for-year basis. OR
  • Three (3) years of experience as a Maintenance Technician, one (1) of which must be as a Maintenance Technician 2.
 
To be considered for this opportunity at the, Transportation Technician 3 (TT3) level, one of the following is required:
  • Two (2) years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent OR
  • Bachelor’s degree in engineering OR
  • Certification as an Engineer-in-Training (EIT) or a Land Surveyor's license
 
To be considered at any level the following are required:
  • Proficient in use of computer applications including WORD, Excel, Outlook; SharePoint.
  • Possess a valid unrestricted driver's license.
  • Ability to work outside in all types of weather and traversing over uneven ground.
  • Ability to work night shift for an extended period, weekends, and/ or holidays.

It is preferred that qualified candidates also have:
  • Two years of experience performing semi-skilled technical engineering work as a Transportation Technician 2 or equivalent.
  • Qualified tester with extensive experience in concrete, asphalt, aggregates, and compaction; proficient with a variety of software.
 
Important Notes 
  • This recruitment may also be used to fill additional positions per business needs.
  • This position is not eligible for remote work.
  • This position requires night work. Work hours are dependent on contract hours and will vary throughout the year, at least 40 hours of work a week will be assigned. 
  • This position requires you to work outside in all weather conditions. It may involve working in an upland or marine environment and conditions. Additionally, some projects may involve working under live traffic conditions i.e., freeways, interstates, or highways.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code. 
  • This is a Transportation Technician 3 (TT3) position. Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
