The Opportunity
WSDOT is currently seeking a Transportation Technical Engineer to serve as the Fish Passage Pre-Design Engineer in Shoreline, WA. This position is critical in fostering a respectful and healthy work environment with a focus on diversity, equity, and inclusion. This position reports to the Sno-King Project Development unit Engineering Manager. The position is immediately responsible and accountable for the development and delivery of assigned pre-design phases for NWR Sno-King area fish barrier removal projects to ensure timely delivery of the court injunction mandated fish passage program, for oversight and implementation of contractual agreements with consultants,  and eventually for providing design review support for design-build projects within NWR. The Fish Passage Pre-Design Engineer will ensure effective and efficient implementation of region and statewide procedures to meet the objectives and performance of the region. This position is also the leader and supervisor of an integrated team of technical design professionals and consultant staff.  
 
What to Expect
Among the varied range of responsibilities held within this role, the Fish Passage Pre-Design Engineer will:

  • Lead and supervise an integrated team of internal technical professionals and consultants responsible for the delivery of the pre-design phase of fish barrier removal projects in NWR’s SnoKing area.
  • Develop, abide by, and/or improve pre-design practices and procedures for fish passage projects including implementation of Complete Streets. 
  • Apply advanced project management principles to ensure successful, timely delivery. 
  • Strategically guide the team through the pre-design delivery processes. 
  • Apply critical thinking skills to guide teams to make recommendations and/or decisions consistent with local, state, and federal law, policies, practices, procedures, and/or guidelines. 
  • Engage with colleagues responsible for the design and construction delivery of fish passage projects to ensure awareness and support of decisions/recommendations made which will affect subsequent phases of delivery. 
  • Ensure decisions are made at the appropriate level. 
  • Collaborate with support groups to complete relevant work. 
  • Establish and maintain cooperative, effective, and efficient relationships with internal and external stakeholders.
 
Qualifications
To be considered for this opportunity, the following are required:

  • An approved equivalent combination of experience, such as: One (1) year experience with fish barrier removal, one year experience developing/maintaining relationships and coordinating internal and external stakeholders, one year experience developing/analyzing/comparing engineering alternatives, and one year experience reviewing/analyzing/applying engineering specifications/requirements/standards. 
 
In addition, the following are required: 
  • A working knowledge of fish barrier removal policy, processes, opportunities, and challenges. 
  • Ability to establish and maintain collaborative working relationships with internal and external parties including, but not limited to; co-workers, consultants, colleagues, the public, co-managers, stakeholders, etc. 
  • Ability to plan, organize, and schedule work in an efficient and productive manner. 
  • Ability to lead and supervise others. 
  • Ability to adjust to changing priorities and conditions. 
  • Ability to recognize and focus on key priorities. 
  • Ability to review, formulate, and recommend engineering solutions. 
  • Ability to draft, negotiate, interpret, and enforce contractual agreements. 
  • Ability to communicate clearly and articulately in all forms of communication. 
  • Ability to maintain stable performance under heavy pressure and stress. 
  • Ability to traverse various terrain during all weather conditions to perform field review. 
  • Ability to supervise and coach subordinate staff to maximize performance in their current roles and to prepare them for future opportunities. 
  • Ability to quickly and proficiently understand and absorb new information.

It is preferred that qualified candidates also have:
  • Registration as a Professional Engineer (Civil) in the state of Washington.
  • Bachelor’s of Science in Civil Engineering from an ABET, or similarly, accredited university.
  • A working knowledge of WSDOT project delivery policy, processes, opportunities, and challenges. 
  • 5 years’ experience delivering WSDOT projects. 
  • 3 years’ experience delivering fish barrier removal projects. 
  • 3 years’ experience managing contractual agreements with consultants. 
  • 3 years’ experience managing and leading teams. 
  • 3 years’ experience with design-build construction methodology

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
