About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking a Fiscal Analyst in Shoreline, WA. This position performs professional level financial review and analysis of complex financial activities transacted by the region to ensure accountability. Position ensures financial activities and transactions are complete, accurate and compliant with related requirements. In addition, it ensures disbursements and receipts comply with state and federal regulations, and agency and regional policy and procedures.
 
What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst will:

  • Ensure compliance of financial transaction and/or related transactions with various policies, procedures, and requirements and ensure they are recorded, classified, and reported in accordance with GAAP, the Chart of Accounts, and/or procurement requirements. 
  • Ensure compliance of documentation supporting a transaction with various payment and/or procurement requirements and ensure expenditure coding components and requirements are applied correctly. 
  • Verify and validate payment transactions for completeness, accuracy, and compliance with policy and procedures.
  • Examine payment documents to ensure correct amounts are disbursed, appropriate coding components are applied, and payments comply with relevant federal, state and agency procurement and payment requirements.
  • Analyze payment documents and financial transactions to the level of detail to find and resolve errors, discrepancies, compliance issues, and/or lack of sufficient documentation and correct as required. This includes various employee reimbursement requests, contractual, and stores payable payments. Related activity involves analyzing expenditure data to determine if project charges or coding corrections are needed. 
  • Creates journal vouchers to transfer expenditures, correct projects charges or charge codes as necessary.
  • Analyze, interpret, and reconcile expenditure and payment activity from different financial and/or data retrieval systems. Trace or track financial transactions. 
  • Prepare and produce documentation to support analysis and research conducted in support of financial transactions and/or related transactions. 
  • Respond to customer inquiries and resolve payment questions. 
  • Prepare fiscal year end closing adjustments and accrual journal vouchers using WSDOT financial systems, information retrieval systems, and various software applications such as TRAINS, PCMS, CICS, ECM, COGNOS, FIRS, MS Office Products, Adobe Acrobat.
  • Analyze consumable inventory payment documents and financial transactions.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Experience with reviewing, analyzing, and interpreting financial information and reports, as well as analyzing and correcting discrepancies. 
  • Proficient with MS Office Suite products, including Word, Excel, and Outlook. 
  • Strong communication skills both in written and verbal form to effectively communicate information to internal and external customers. 
 
It is preferred that qualified candidates also have:
  • A Bachelor’s degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting and a year or more of relevant experience. Professional experience may substitute for education but not usually for credit hours. 
  • Knowledge of state and federal budget and finance rules and procedures • Familiarity with OFM budget and accounting systems. 
  • Knowledge of Accounts Payable, Cash Receipts, and Travel 
  • Experience performing financial analysis of accounting data in accordance with GAAP, federal and state regulations and WSDOT policy. 
  • Experience using Ilinx system to scan and upload documents. 
  • Experience entering, retrieving, reconciling, and extracting data from various software and data retrieval systems residing within the WSDOT including but not limited to Cognos, FIRS, ECM. 
  • Experience navigating, querying, updating, correcting, preparing, reconciling, or creating financial transactions in WSDOT’s financial systems including but not limited to TRAINS, PCMS, CICS. 
  • Knowledge of accounting information and financial data produced by various financial recording and reporting systems and mainframe integrated software systems including but not limited to TRAINS, PCMS, CICS, Cognos, FIRS, ECM. 
  • Knowledge of policies, procedures and directives contained in various manuals including but not limited to the Accounting Manual, Purchasing Manual, Travel Manual, SAAM Manual, TRAINS Manual, Consumable Inventory Manual, Chart of Accounts. 
  • Knowledge of rules, regulations, policies, procedures, and directives in relevant area of responsibilities. 
  • Ability to lift and move boxes, office equipment, and materials up to 25 pounds.

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. 
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
