Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 
 
The Opportunity
WSDOT is currently seeking two Assistant Maintenance Superintendents to lead the Olympic Region’s (OR) Maintenance Area 1, covering Thurston and Pierce Counties. The Assistant Maintenance Superintendent is responsible for managing the Highway Maintenance Program of the OR’s most congested and populated metro geographic area, with a population of approximately 1.2 million. This role supports and contributes to WSDOT’s mission and the purpose of the Highway Maintenance Program by maintaining and preserving the highway system assets assigned to the OR’s Area 1, achieving policy objectives, administering procedures, establishing standards and controls, developing expertise, measuring performance, and ensuring consistency in relation to statewide standards. The Area 1 Assistant Superintendent performs work at a high level of discretion and independent judgement and is accountable for schedule, budget, quality of work, safety, and stewardship of work unit employees. This position represents WSDOT in discussions and negotiations with residents, state representatives, federal agencies, resource agencies, and contractors concerning coordination of highway maintenance programs and projects throughout Thurston and Pierce Counties. 
 
This position directly supports the agency strategic plan and goal areas of 1) Workforce Development, by providing staff a workplace that supports and promotes training and development for professional growth and upward mobility; 2) Diversity, Equity, and Inclusion, by creating, influencing, and fostering a physically and psychologically safe workplace where all employees feel that they belong; and 3) Resilience, by ensuring, through effective management controls and adherence to WSDOT policies, that the maintenance and preservation of Area 1 roadways and assets, which includes a critical travel corridor, are administered to the expected quality, safety, and stewardship standards to support Washington's long-term resilience.
 
What to Expect
Among the varied range of responsibilities held within this role, the Assistant Maintenance Superintendent will:

  • Manage and direct resources and personnel tasked with the maintenance and preservation of all bridge structures; determine, communicate, and coordinate needs to efficiently maintain and operate the infrastructure.
  • Coordinate with OR Maintenance & Operation leadership, regionwide crews, Traffic Office, Incident Response, OR functional areas (design, construction, traffic operations), cities, counties, state agencies, federal agencies, tribal partners, private contractors, and the public to ensure roadway integrity and safety for all users.
  • Lead maintenance program work units in the expectation of meeting or exceeding service level targets.
  • Oversee major environmental efforts by WSDOT in Area 1, including the Integrated Vegetation Management Plan, requirements for maintenance under National Pollution Discharge Elimination System (NPDES) program and Hydraulic Program Approval (HPA).
  • Identify trends in safety and preservation of assets and prioritize maintenance repairs.
  • Respond to emergent situations of varying severity to protect highway users and infrastructure; may include vehicle accidents, winter storms, floods, and any other undefined or emergent circumstance that affect or may affect the safety and reliability of the transportation system.
  • Ensure appropriate and optimum use of the organizations’ resources and enhance the effectiveness of employees through timely appraisal and professional development opportunities; promote a productive, supportive, and safe work environment, and provide staff a balanced workplace; promote training and development for professional growth.
 
Schedule is 40 hours per week minimum, with core business hours of Monday through Friday, from 6:00am to 6:00pm. Periodic weekend and evening work as needed for delivery or emergency response. Must be able to respond to both routine and emergency situations in all weather conditions; 24 hours a day, 7 days a week. Work may also be physical in nature, at times, and performed outdoors in all types of weather conditions; ability to traverse rough, steep, and uneven terrain required.
 
Qualifications
To be considered for this opportunity, the following are required:
  • Possess a high school diploma or GED equivalent.
  • Four (4) years of progressive leadership responsibility with a strong background in and knowledge of all facets of highway maintenance and preservation or construction.
  • Strategic leadership abilities including, the ability to work across boundaries, build and maintain effective teams, coach, and mentor others, embrace and lead change, resolve conflicts, encourage employee engagement, and develop and implement process improvements.
  • Knowledge and demonstrated experience practicing core Diversity, Equity, and Inclusion principles; and possess a demonstrated commitment to valuing diversity, equity, inclusion, and belonging.
  • Written, verbal, and presentation skills to communicate information effectively and professionally to a diverse audience, including those with non-technical backgrounds, both virtually and in-person, using a variety of electronic media, including, but not limited to telephones, email, text, video conferencing, and computer conferencing.
  • Proficient in operating Windows based computers and software, such as MS Office Suite, including Excel, Word, SharePoint, and Outlook; Cloud computing; virtual meeting software, such as MS Teams; and software utilized for purchasing, inventory, and asset management.
  • Skills to make timely, effective decisions in the best interest of the department, during typical business operations as well as in emergency and crisis situations.
  • Knowledge of workplace and highway work zone regulations.
  • Knowledge of permitting requirements/processes related to environmental regulations.
  • Skills to work with stakeholders and partners to create long-range plans and goals; apply technical knowledge in multiple environments.
  • Skills to coordinate maintenance operations for emergencies, winter operation, and routine maintenance operations and provide effective guidance to the region and staff during stressful conditions.
  • Strong skills in establishing plans and setting objectives and goals that support overall program strategy/results; monitoring, measuring performance, and making necessary course corrections to the same.
  • Skills in negotiating and settling disputes, and problem-solving complex issues.

It is preferred that qualified candidates also have:
  • Experience supervising public sector employees in a union environment.
  • Knowledge of civil service rules and/or collective bargaining agreements.
  • Knowledge and demonstrated experience developing budgets and performing workforce planning. To include working knowledge of budget development and expenditure tracking, managing allocations to obtain maximum efficiencies while meeting goals and priorities.
  • Experience working with the MUTCD, Washington State Standard Specifications, Right of Way plans and Contract Plans.
  • Experience working with inventory and inventory systems.
  • Experience in emergency response and winter snow and ice control operations.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
