The Opportunity
WSDOT is currently seeking a Transportation Engineer 2 in Shoreline, WA. This position supports the organization’s mission by making the highways safer for the traveling public. This position performs field reviews on state highways and develops a recommended response or plan of action to address operational or safety needs. This position resolves new or unique problems that may require coordination with multiple agencies or internal departments; solutions predominantly deal with roadway channelization, signing, intersection control, site distance, and barrier/clear zone. The position also handles responses to the public and other agencies. Geographically, the position investigates issues in all five counties of Northwest Region. This position is critical in fostering a respectful and healthy work environment with focus on diversity, equity, and inclusion.
Note: This position includes an approved in-training plan; therefore, it may be filled at the Transportation Engineer 1 or 2 level. The salaries for these classifications are as follows:
 
Transportation Engineer 1: $62,596 - $84,117 annually depending on qualifications.
Transportation Engineer 2: $69,035 - $92,836 annually depending on qualifications.
 
What to Expect
Among the varied range of responsibilities held within this role, the Transportation Engineer 2 will:

  • Perform field assessments and mitigate safety concerns through investigation and design development.
  • Evaluate options to operational and safety concerns on state highways. 
  • Develop a preferred solution with consideration to project cost, collision reduction, congestion relief, and customer service value.
  • Apply independent judgment and available design resources and integrate all findings into a recommended course of action. 
  • Prepare work orders for actions, which can relate to signing, channelization, access control, barrier, sidewalk, sight distance, and signal modifications. 
  • Prepare project correspondence, design deviations, and develop CADD drawings for the proposal.
  • Investigate operational concerns and suggestions from the public, local agencies, and other interest groups. Includes research into design history, compiling traffic and accident data, verifying physical layout, observing, and recording traffic conditions, and determining impacts of any on-going or future projects. 
  • Substantiate validity of the given problem based on investigation, compiled data, and engineering judgement.
  • Determine the most appropriate means of response and be able to communicate findings and/or final determination back to the inquiring public, agency, or group.
 
Qualifications
This is a Transportation Engineer 2 position. However, the hiring manager reserves the right to fill the position at a TE 1 or TE 2 level (depending on qualifications), providing an opportunity for an individual to gain the required experience on the job as part of a formal “in-training” plan.
 
To be considered for the TE 1 level, the following are required:
  • A Bachelor’s Degree in civil engineering, Urban Planning, or other STEM related field
OR 
  • Certification as an Engineer -in-Training (EIT)
OR
  • One (1) year of experience as a Transportation Technician 3, Transportation Planning Technician 3, or other equivalent experience.
 
To be considered for the TE 2 level, the following are required:
  • Certification as an Engineer-In-Training and one (1) year of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience in a major metropolitan transportation operations center. 
OR 
  • Master’s degree with major study in civil engineering, structural engineering, geotechnical engineering, traffic, transportation, or a closely related field and two (2) years of experience as a Transportation Engineer 1, Transportation Technician 3, Bridge Engineer 1, or equivalent experience in a major metropolitan transportation operations center.
 
In addition (applies to both levels): 
  • Strong analytical skills and working knowledge of data collection, analysis, and reporting practices and principles. 
  • Ability to conduct research and comprehend technical literature relating to transportation. 
  • Strong reasoning ability to organize findings and advocate a course of action based on design guidelines, anticipated benefits, and assembled evidence. 
  • Have initiative and independence to choose resources, interpret and apply supporting design guidance. 
  • Strong verbal and written communication skills and ability to compose written material and clearly convey requests, findings, and proposals. 
  • Ability to work cooperatively as a member of a team and interact in a professional and courteous manner with the public. 
  • Ability to independently review the highway in the field, as needed, to note traffic conditions and verify field conditions. 
  • Ability to pursue concurrent assignments and adapt to changing priorities. 
  • Sufficient mathematical competency to apply engineering equations. 
  • Proficient with a personal computer, MS-Windows word-processing/database/email/scheduling software and be able to use engineering design software.
 
It is preferred that qualified candidates also have:
  • Have a working knowledge of highway transportation principles. 
  • Ability to develop traffic operational solutions given only a basic outline of a suggested approach. 
  • Bachelor of Science in Civil Engineering (BSCE) 
  • Valid Engineer in Training (EIT) certificate in the United States 
  • One year of experience as a Transportation Technician 3 
  • One year of experience as a Transportation Planning Technician 3

  • The salary listed includes the legislative approved 5% salary premium for positions in King County. 
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Information on other compensation types for non-represented positions can be found in Chapter 357-28 of the Washington Administrative Code.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
