Provides assistance on records management matters; recommends and assists in the implementation of action to ensure compliance with federal and Library regulations. Responds to requests for records management services, including correspondence analysis, record searches, Freedom of Information Act (FOIA) searches, and record transfers (internal and external), ensuring appropriate procedures and guidelines are followed.
Collaborates and coordinates with Library staff and records management officials to support records management awareness and training initiatives. Supports Library staff in the creation and maintenance of office file plans. Supports the development of electronic file-system organization techniques, metadata standards, record disposition needs, and supports records management quality assurance and audit readiness efforts. Assists in developing work plans, trackers, and reporting tools for the records management program. Maintains, updates, and provides recommendations for improving various records-related databases, spreadsheets, information technology (IT) systems, and other records applications. Inventories and audits existing records and performs other assignments to support the efficient capture, storage, maintenance, and use of records.
Implements Library procedures for handling external and internal documents (including material of a sensitive and confidential nature) addressed to the Librarian of Congress, and other members of the Library Management Team. Reads, analyzes, and processes incoming correspondence and other documents addressed to the Library Management Team. Refers all necessary correspondence to Central Files for research and completion of background information. Ensures that all correspondence is properly recorded before being circulated.
Participates in the development, implementation, and maintenance of guidance, standard operating procedures, and policies for records management procedures to include topics such as recording, indexing, filing, storing, retrieving, and dispositioning of Library records. Monitors and tracks new and existing National Archives and Records Administration (NARA) and Library policy and assists in the interpretation and application of guidance, policy, Library records management regulations and schedules, administrative memoranda, directives, and forms. Identifies changes and additions in the Library Records Schedules (LRS), guides, manuals, and other reference tools and prepares requests for new or revised records retention schedules.
Communicates with and provides records management reference services to Library stakeholders; collects and provides specialized information, answering questions, and assisting clients in interpreting and following proper records management procedures. Coordinates with and assists records liaisons and custodians on files/records. Serves as a point of contact for all inquiries regarding documents and proper routing of correspondence. Maintains regular working relationships with Library offices to include the Office of the Librarian, other Library leadership officials, and external agencies to ensure that all requests and correspondence addressed to the Librarian receive a timely and appropriate response.
Performs special assignments related to needs outlined by Directorate and Division management. Such special assignments involve improving, maintaining, tracking, reporting, and evaluating program needs and assisting in implementing solutions. Directs focus on assisting with the evaluation, implementation, and administration of electronic records management needs and best practices
Performs administrative functions in response to organizational requirements, applying relevant existing and new policies. Provides advice on records management or program requirements. Maintains databases to manage administrative requirements or systems and prepares records related administrative documentation. Reviews, evaluates, and makes recommendations on work products, methods, procedures, and policies. Creates regular and ad hoc reports on records management activities, to include monthly activity reports, annual reports, production reports, surveys and statistics of unit work.
Acts as management liaison, providing accurate and timely advice on procedures, reports, requirements, and other matters necessary to implement policies, directives, and instructions.
