The GS-12 salary range starts at $78,446.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.
Specialized experience is managing and utilizing acquisition systems and databases in order to analyze and evaluate the effectiveness of procurement programs and to provide recommendations and best practices.

1. Comprehensive knowledge of procurement databases in order to provide advice and assistance to database users.
2. Thorough knowledge of pre-award and post award contracting policies and procedures to conduct reviews of a full range of contracts, contracting plans, and contract changes for proper method to ensure proper acquisition, contract type, negotiation strategies, and documentation.
3. Comprehensive knowledge of policies, administrative procedures, Federal Acquisition Regulations including those regulations governing the socioeconomic programs such as small business, small disadvantaged business concerns and labor surplus areas, sufficient to provide technical guidance, staff coordination and consultation..
4. Knowledge of services being acquired, current business practices, both civilian and Governmental, sufficient to recommend possible procurement to locate new sources for future procurement, and to analyze cost and price and technical aspects of the contract.
5. Knowledge of pre-award and post award contracting regulations and procedures in order to conduct reviews of all types of contracts, acquisition plans, and contract changes for propriety of acquisition method, contract type, and documentation.
6. Working knowledge of mathematical and analytical techniques sufficient to conduct workload analysis and staffing to develop reports and identify and analyze contracting issues in order to ascertain the impact of agency procedures. Ability to apply this knowledge to complex business system analyses pertaining to construction and services contracting programs.
7. Skill in written and oral communication sufficient to develop policy and procedural memorandums and other operating instructions to explain and defend decisions to various stakeholders and partners.
8. Ability to inform and advise top management of controversial or sensitive issues affecting contracting practices or policy.
