As our Executive Operations Manager (EOM), you will manage the critical functions within the ITSD to drive us to operational excellence and ensure efficient and effective performance of the division's primary administrative functions, such as budgeting, workforce development, HR management, and strategic planning. In addition, you will directly support ITSD leadership in implementing agency and vision strategic goals and objectives, and track division resources to ensure initiatives, projects and programs have the resources to operate and support the needs of our customers.

Duties

As the ITSD Executive Operations Manager, you will work directly with customers, external stakeholders, ITSD managers and supervisors to ensure ITSD services meet federal and state requirements, apply standard work principles, meet compliance and performance outcome expectations, and meet customer needs.
 
Some of what you'll be doing:
 

  • Work directly with budget staff to determine appropriate funding sources for agency expenditures.
  • Serve as backup and coordinate activities that affect operational decisions in the absence of the CIO.
  • Manage the workforce development and management processes, determine staffing needs, recruit and on-board new staff and plan staff development.
  • Identify division challenges and work with internal and external stakeholders to track and remove obstacles for customers.
  • Lead, coach and mentor all levels of staff in the work they do, leading teams to accomplish desired outcomes and project deliverables, ensuring priorities and assignments are clear and that staff have the tools, training and support needed to be successful.
  • Develop and implement strategies, policies, and procedures to maintain smooth operations of the division and to meet the performance objectives of the agency. 

Qualifications

Required Qualifications:
Bachelor's Degree in Computer Science, Business Administration, Public Policy or closely related field AND FIVE (5) years of experience managing operational duties that include: management, facilitation, operations, process improvement, data analysis, strong supervisory skills, strategic thinking, relationship building, conflict management, presentation skills, listening skills, project management skills, performance management, budget development and oversight.
 
Experience must also include:

  • Budget development and oversight that includes managing annual program-level budget.
  • Supervisory experience that fosters a team environment of coaching, mentoring, and training. 
 
OR a combination of relevant education and/or relevant experience.

In addition to the qualifications above, the most successful candidate will also have experience in:
 
  • Directing and managing complex activities
  • Planning, organizing and coordinating work for professional staff
  • Communicating ideas, conclusions and factual data in a concise manner
  • Ability to deal with stressful situations and difficult people
  • Prioritizing workload to meet required deadlines in a production environment
  • Analyzing and interpreting complex performance data information
  • Coaching, mentoring and training staff
  • Managing relationships with stakeholders.
  • Coordinating organization change management
  • Working with staff represented by a union

Desired Qualifications:
  • Familiarity of ESDs strategic goals and objectives and how to communicate them with staff and other divisions.
  • Familiarity of the political environment and operational structure at the federal and state levels of the Unemployment Insurance and WIOA systems.
  • Experience managing system development and implementation projects in a government environment.
  • Experience managing in the Washington State authorizing environment related to contract procurement and technology oversight.
  • Experience applying Change Management methods such as Prosci or Lean to organizational changes.
  • Experience developing and managing an annual budget of at least $10 million.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
