Amendments to Regulations Governing the Group Registration of Newsletters


Effective December 30, 2018, the U.S. Copyright Office adopted a rule governing the group registration of newsletters. That rule amended the definition of “newsletter” and eliminated certain requirements for registration eligibility. On May 28, 2020, the Office issued an updated rule, effective June 29, 2020, to expand the eligibility for this option to a broader range of publishers. The amendment removes the requirement that the newsletter must be published at least twice a week. Publishers are now permitted to submit group registration claims for newsletters that are published as infrequently as twice a month. In addition, the Office has updated the address where complimentary subscriptions should be sent for purposes of satisfying the mandatory deposit requirement for newsletters and other types of serial publications.
