Traffic Delays around Kapalama Hale

Due to increased construction activity around the Kapālama Satellite City Hall and Driver Licensing Center on Monday, Feb. 24, traffic delays are expected between 7 a.m. and 4 p.m. Please allow additional time to arrive prior to appointments for services at these locations.

Beware of DMV Text Scam

The Division of Motor Vehicles in the City and County of Honolulu is alerting the public of a new scam attempt delivered via text message.

The message states that phone users have an unpaid toll bill on their account and demands payment that requires a response to the text message. The text message is fraudulent as the City and County of Honolulu has no toll roads and the DMV does not collect toll fees.

An example of the scam text people may receive reads as follows: “Pay your FastTrak Lane tolls by February 13, 2025. To avoid a fine and keep your license, you can pay at https://ezdrivema.com-xlk.vip/i/. (Please reply Y, then exit the text message and open it again to activate the link, or copy the link into your Safari browser and open it).”

Users are encouraged to block the sender immediately and delete the message without responding to it.

Statement on Alternative License Plates

There has been an unforeseen delay in producing and making available updated standard issue number license plates bearing the word “Hawaiʻi” spelled correctly with the Hawaiian diacritical ʻokina mark.

The city’s Division of Motor Vehicles is in the process of working on a solution to address inconveniences this delay may cause in issuing an estimated 350,000 new license plates statewide.

Alternative license plates are immediately available to City and County of Honolulu motorists.

Among the alternatives are any of about 15 organization special number license plates that assist qualified nonprofits with causes such as education, public safety and efforts to reduce aggressive driving behaviors. Included among the alternatives will be the “America United” organization special number license plate, which is available free of charge.

Specialty license plates that provide monetary support to the Polynesian Voyaging Society, Haleakala National Park and Hawaii Volcanoes National Park are also available.

The city’s Division of Motor Vehicles apologizes for the unforeseen delay in the availability of updated standard issue number license plates and looks forward to announcing the arrival of the updated plates as soon as they are available.

Previously issued license plates with a current registration are still valid and do not need to be replaced.

In-Person Learner’s Permit Written Test

The written test for the learner’s (instruction) permit are now offered at the driver licensing centers on specific days. Appointments to take the test must be made at AlohaQ.org.

Road test and AlohaQ appointment services will be offered on certain Saturdays in 2025 at the following locations. AlohaQ appointments open by 4:30 p.m. the Wednesday prior to the date on the table:

Effective June 4, 2024:
The City and County of Honolulu is not allowing road tests for a Hawaii driver’s license in three models of 2002-2006 Nissan vehicles. This is due to the automobile manufacturer’s  “do not drive” warning and recall issued May 29 after an air bag defect linked to increased risk of injuries. The three model year 2002-2006 vehicles equipped with recalled, unrepaired air bags are:

 

·         2002-2006 Nissan Sentra

·         2002-2004 Nissan Pathfinder

·         2002-2003 Infiniti QX4

 

These vehicles may not be used for a road test on Oahu unless the defective air bag has been replaced. Proof of the completed repair is required for these recalled vehicles to pass the pre-check inspection part of the road test to obtain a Hawaii driver’s license.
