The Opportunity
WSDOT is currently seeking an experienced leader and passionate Human Resources professional to fill the HR Manager role for the Northwest Region. This position reports directly to the agency Director of HR & Safety, and is responsible for a full range of HR services, both tactical and strategic, for both its designated Region and the WSDOT Mega Projects.

What to Expect

As the local HR Manager, you will provide leadership and oversight to four (4) senior-level consultants and their direct reports who deliver a myriad of HR services to more than 1,300 employees. Among the varied range of responsibilities held within this role, the HR Manager is responsible to:
 

  • Manage and lead Human Resource professionals in the day to day delivery of HR services, including labor relations, corrective and disciplinary actions, ADA/FMLA, compensation and classification administration, benefits administration, and employee relations. 
 
  • Serve as primary HR advisor to the leadership teams at Northwest Region and Mega Projects. Develop broad strategies for labor relations/collective bargaining, organizational strategy issues, performance management, employee communications, training, and other human resource functions that support the goals, objectives and business plans of the business units.
 
  • Serve as primary contact for union representatives and staff to resolve union concerns. Ensure compliance with bargaining agreements. Provide direction to management and HR staff on administration of bargaining agreements, interpretation of WAC's, agency policy and federal and state employment laws.
 
  • Lead local HR teams to facilitate and champion change initiatives. Partner with leadership on workforce planning and organizational design initiatives. Identify and analyze issues. Recommend improvements and direct implementation of changes.
 
  • Ensure Human Resource processes meet strategic and business needs, agency policy, bargaining agreements and legal requirements. Analyze and interpret personnel policies, procedures and guidelines, and bargaining agreements.
 
  • Review, edit and provide guidance on written documents of HR team including disciplinary documents, grievance responses and accommodation and disability communication and investigation reports.
 
  • Lead Human Resource team in investigating and responding to discrimination/harassment claims.
 
  • Respond to escalated employee concerns. Investigate and research sensitive issues and bring to resolution in a timely manner.

Qualifications
The position requires senior/mastery level expertise and experience of HR best practices, procedures, rules and laws, and collective bargaining. To be considered for this opportunity, the following are required:
 
  • Bachelor's Degree or equivalent experience in Human Resources, business, social sciences or related field, with at least seven (7) years of experience in a broad based human resource role.
  • Three (3) years of experience supervising professional expert staff in one or more functional human resource areas and/or supervising HR managers.
  • Knowledge of principles, processes and best practices for workforce systems and functions including organizational development/change-transition management, human resource management and administration, labor relations and collective bargaining, employee relations, staffing, benefits and ADA/FMLA administration; and familiarity and knowledge of federal and state statutes affecting personnel administration.  
  • Ability to provide advice and counsel based on knowledge and understanding of rules, policies, laws and guidelines, and bargaining agreements.
  • Excellent written and verbal communication skills -ability to interface with all levels of the organization with specific skill set in influencing decision makers with fact based analysis.
  • Customer service orientation with ability to serve multiple customers and multiple levels in the organizations.
  • Ability to work strategically on cross-functional teams to develop programs and policies.
  • Strong analytical skills and comfortable with working with data and communicating findings.
  • Ability to analyze complex problems and develop creative solutions to complex human resource issues

It is preferred that qualified candidates also have:
  • Ten (10) years experience in Human Resources administration, including five (5) years in senior management position
  • Master’s degree and/or (S)PHR certification

  • The official duty station for this position will be determined based on candidate preference and overall business needs.
  • Depending on its permanent duty station, this position may be eligible for the legislative approved 5% premium for workers in King County.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
