The Opportunity

What to Expect
Among the varied range of responsibilities held within this role, the Assistant Scoping Engineer will:

  • Assist the Area Scoping Engineers with managing and coordinating scoping activities between NWR Program Development and WSDOT HQ Program Development, WSDOT HQ Bridge, Area Engineers, and other internal and external partner teams.
  • Assist with the development of project scopes, schedules, cost estimates, and documentation for NWR Improvement and Preservation projects proposed in WSDOT's Highway Construction Program.
  • Maintain, monitor, and update the Project Summary database used to document project scoping information to ensure all available data is accurate and reasonable.
  • Provide guidance and information to regional and HQ offices concerning the Highway Construction Program.
  • Draft and prepare Project Summary documents. Monitor and track the Project Summary approval process within NWR and HQ.
  • Collect field data and pertinent information from internal and external resources needed to develop scoping solutions and estimates.
  • Assist in the preparation of grant applications for securing additional federal and state funding.
  • Other duties as required.
 
Qualifications
Minimum Requirements:
  • Valid current Driver's License
  • Bachelor of Science degree in Civil or Structural Engineering OR Engineer-In-Training (EIT) Certification
  • Ability to perform field reviews to collect data, working in various weather conditions and traverse uneven ground while conducting field reviews.
  • Ability to utilize and follow protocols and procedures for development and documentation of project scopes and estimates.
  • Ability to use data and information to assess and evaluate scoping alternatives, form accurate conclusions, and make decisions.
  • Ability to employ effective written and verbal communication to document and communicate important observations and information.
 
Preferred Qualifications:
  • Proficient use of ArcGIS Desktop software and ArcGIS Explorer.
  • Proficient use of Microsoft Office Suite: Word, Excel, Powerpoint.

  • The listed salary includes the Legislative approved King County premium pay.

  • This position is eligible for a Flexible or Compressed work week. However, this position is not eligible for telework.
  • This position requires travel and is an expectation of the position. Travel will be required on a regular, sporadic, or as needed basis.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
