The Opportunity
WSDOT is seeking an experienced maintenance professional ready and willing to provide leadership, guidance, and support as the Northwest Region (NWR) Maintenance & Operations Manager for all of King County, NWR Tunnels, NWR Facilities, and NWR Bridges throughout the region. As the Maintenance & Operations Manager, this position will oversee the operation and preservation of approximately one-half of the transportation infrastructure systems throughout NWR, managing a multimillion-dollar budget and directing a staff consisting of 310 employees. WSDOT’s maintenance program plays a direct and significant role in maintaining the economic wellbeing of the State, providing a safe and efficient highway system.  This is a great challenge for a team minded person who thrives on being a leader and wants the opportunity to work with others knowing that what you do really does make a difference on our state roads.  As the Maintenance & Operations Manager, this position requires a responsible, customer service oriented, safety-minded person to ensure delivery of maintenance operations.

What to Expect
Among the varied range of responsibilities held within this role, the Maintenance & Operations Manager will:

  • Manage and direct Four Maintenance Superintendents (Area 4 -South King County, Area 5 – King County and NWR Tunnels, Facilities, and NWR Bridges) who manage 310 employees with a $70 million dollar biennial budget.
  • Represent WSDOT-NWR at public events and coordinate department activities with internal WSDOT partners, federal and state agencies, sovereign tribes, counties, municipalities and public organizations.
  • Attainment of environmental goals and the stewardship of public lands for WSDOT, one of the States largest landowners.
  • Actively engage with private citizens, community groups, legislators, and the media to share information and resolve concerns about WSDOT and the NWR maintenance program.
  • Respond to natural events, disasters, and emergencies. Direct and/or oversee emergency situations which affect highway structural elements, including road closures and disruptions to public and commercial travel during natural and man-made disasters and other emergencies. Co-manage NWR Emergency Operations.
  • Design and develop regional policy for assigned maintenance activities, including program scheduling, administrative review of work accomplishments, budget preparation and expenditure allocation for assigned areas and branches.
  • Provide consultation, coordination, and cooperation with internal, external, and regional transportation partners to determine practical solutions to the design and construction of infrastructure systems to ensure the safe operation of the regional transportation network.
  • Develop long-term program requirements and review assigned regional operations to assure compliance with department goals, standards, and established procedures to assure a safe and maintainable transportation system.
  • Identify trends in safety practices and asset preservation. Lead development of new, more effective and efficient approaches to the delivery of maintenance and operations programs

Qualifications
To be considered for this opportunity, the following are required:
  • Current Driver’s License
  • Minimum of ten (10) years of experience in transportation/highway maintenance, construction management, civil engineering, or closely related field. Relevant college degree and/or coursework may substitute for the experience requirement on a year-for-year basis.
  • Minimum of five (5) years of experience managing maintenance operations, including the management of supervisory level subordinates.
  • Completion of National Incident Management System (NIMS) Incident Command Structure (ICS) 100, 200, 300, 400, 700 and 800 courses or the ability to obtain within 1 year of employment.
  • Strong strategic planning and leadership ability.
  • Extensive experience developing and managing multimillion-dollar budgets.
  • Advanced knowledge of administration of governmental programs, policies, and operations.
  • Extensive experience developing effective professional working relationships with a variety of public and private individuals and stakeholder groups, including high-level agency managers, executive management, and policy makers.
  • Ability and willingness to act and be on a standby/on-call status, responding to emergencies 24x7 and working planned and unplanned overtime on an as needed basis.

It is preferred that qualified candidates also have:
  • Bachelor’s degree in Construction Management, Civil Engineering, or closely related field.
  • Knowledge and understanding of construction principles.
  • Knowledge and understanding of all facets of roadway, right-of-way, bridge, tunnel, IR, traffic control, signage, and rest area maintenance operations and procedures.
  • Knowledge of management and supervisory principles and practices.
  • Knowledge of WSDOT policies, procedures, and practices, including personnel systems, rules and directives.
  • Knowledge of labor relations and collective bargaining procedures and practices, including administration of collective bargaining agreements and application of corrective and disciplinary action.
  • Knowledge of applicable federal, state, and local laws and ordinances, including environmental regulations.
  • Ability to use electronic hardware and software, including multi-band radios.
  • Ability to represent WSDOT as an expert witness in legal proceeding and/or court.
  • Experience working in the Incident Command Structure and ICS related certifications.

Important Notes
  • The listed salary includes the Legislative approved King County Premium pay.
  • This position requires periodic travel on an as needed basis to attend meetings and conferences.
  • This position requires the ability to respond to emergencies on a 24x7 basis and work beyond scheduled work hours on an as needed basis.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
