The Opportunity
WSDOT is currently seeking an experienced engineer that’s knowledgeable in applicable laws and regulations as they relate to contractual agreements. The Northwest Region Area Consultant Liaison Engineer focuses on oversight, management, preparation, and administration of all regional consultant agreements from consultant selection and agreement inception to termination, and archiving. The position requires a highly developed knowledge to ensure contracts are properly negotiated and administered to meet all RCW’s, WAC’s, and FWHA’s CFR’s.

What to Expect

Among the varied range of responsibilities held within this role, the Area Consultant Liaison Engineer will:

  • Obtain and manage consultant services agreements for the Northwest Region.
  • Participate in policy, guidelines, rules and agreement management procedures development as requested.
  • Provide guidance to ensure compliance with departmental policies and procedures, state and federal laws and regulations and all agreement provisions.
  • Act as lead negotiator for agreements, supplements, task orders and claims in coordination and collaboration with regional project engineering offices, specialty offices, and the headquarters consultant services office.
  • Facilitate resolution of disputes and claims regarding contractual matters, payments and audits.

Qualifications
To be considered for this opportunity, the following are required:
  • One year of experience as a Transportation Engineer 4 or equivalent such as Transportation Planning Specialist 4 OR; Three years of experience as a Transportation Engineer 3 or equivalent such as a Transportation Planning Specialist 3.
  • Strong writing, analytical, interpersonal, and organizational skills with attention to details.
  • Ability to interpret RCW’s, WAC’s, and FWHA’s CFR’s, rules and guidelines involving consultant agreements and contract methods.
  • Experience applying negotiation skills both internally and with external entities.
  • Experience reviewing, analyzing and interpreting engineering contract pricing and cost proposals.

It is preferred that qualified candidates also have:
  • Knowledge of government contracting with a solid depth of understanding of RCW, WAC, and all relevant contract types.
  • Working knowledge of the WSDOT’s Consultant Services Manual.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
