Rural Health Clinic COVID-19 Testing and Mitigation (RHCCTM) Program

The period of availability for the Rural Health Clinic Testing and Mitigation (RHCCTM) Program was January 1, 2021, through December 31, 2022.

Program Summary

The Rural Health Clinic COVID-19 Testing and Mitigation (RHCCTM) Program supported 4,600 Rural Health Clinics (RHCs) across the country in

  • Maintaining and increasing COVID-19 testing efforts
  • Expanding access to testing in rural communities
  • Expanding the range of mitigation activities in local communities

These included community mitigation strategies recommended by the Centers for Disease Control (CDC). The program intended to address health equity gaps by offering support and resources to medically underserved rural communities.

The RHCCTM program received $460 million through the American Rescue Plan Act of 2021 and, in June 2021, HRSA provided $424.7 million to over 4,200 RHCs that were immediately eligible.

HRSA provided $50.5 million to additional RHCs that met eligibility requirements in August of 2021 and September of 2021.

Eligible RHCs received a flat payment amount of up to $100,000. See the total funding by state.

Rural Health Clinic (RHC) is a special designation given to health care practices in underserved rural areas by the Centers for Medicare and Medicaid Services that help ensure access to care for rural residents.

Recipients of Rural Health Clinic COVID-19 Testing and Mitigation (RHCCTM) Program funding include eligible RHCs with a unique, active CCN listed in either the CMS Provider of Service file or the CMS Survey & Certification's Quality, Certification and Oversight Reports (QCOR).

The RHCCTM program built on the success of the Health Resources and Services Administration’s (HRSA) Rural Health Clinics COVID-19 Testing (RHCCT) Program, first funded in May 2020.
