City Of New Orleans COVID-19 Rental Assistance Program

Orleans Parish's Emergency Rental Assistance Program (NOERAP) serves eligible persons who, because of the COVID-19 emergency, are past due on rent and lack sufficient income or resources to become current.

The purpose of NOERAP is to assist very low - to low-income families and individuals who, due to the COVID-19 public health emergency, are suffering a temporary financial setback and now need help with delinquent residential rent. NOERAP may serve to assist renters who have been unable to pay rent due to loss of income, hardship, or imminent danger of homelessness.  Funding for this program has been allocated to Orleans Parish through the United States Treasury Department CARES Act. 

Rental Assistance Program Has Changed

Effective Friday, June 2 the Office of Community Development (OCD) will only provide emergency rental assistance to prevent evictions to renters with a court order eviction notice.                                

Applicants must apply in person:
Office of Community Development
1340 Poydras Street, 10th Floor
Monday to Friday from 8:30AM to 4:30PM

Utilities assistance is still available by applying at the office.

The following documents are required to determine eligibility for assistance: 

  • Valid State ID or Passport
  • Proof of residency (lease, utility bill, etc.)
  • HANO worksheet
  • Proof of household income (income for all members over the age 18)
