Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure that people and goods move safely and efficiently throughout the state. The Opportunity

WSDOT is seeking an experienced maintenance and engineering professional ready and willing to provide leadership, guidance, and support as the Northwest Region (NWR) Assistant Regional Administrator for our Maintenance Division. The NWR Maintenance Division is comprised of approximately 450 dedicated highway maintenance professionals and technicians with an operational budget of $140 million. As the Assistant Regional Administrator, this position will provide strategic guidance in the administration of WSDOT policies and practices throughout NWR’s Maintenance Division.  This is a great challenge for a team minded person looking for an opportunity to work with a diverse group of staff knowing that what you do really does make a difference on our state highways and other WSDOT facilities.  As the Assistant Regional Administrator, this position requires a responsible, customer service oriented, safety-minded person to ensure successful delivery of our Maintenance programs.

What to Expect

Among the varied range of responsibilities held within this role, the Assistant Regional Administrator will:

  • Manage and direct NWR Maintenance Division which includes the Highway Maintenance Program, the Transportation Equipment Fund, Capital Facilities Program, and a portion of the Tolling Program that provides maintenance, with a staff of approximately 450 and a biennial budget of $140 million. 
  • Serve as WSDOT’s principal emergency manager during emergencies throughout the region. Plan, coordinate, and implement emergency responses, partnering with local, county, state, and federal agency partners. 
  • Ensure the effective maintenance of Washington’s highway system, including WSDOT’s complex of major highway tunnels, floating bridges, and one of the largest HOV systems in the country. 
  • Oversee two (2) large and complex environmental efforts by WSDOT which include the Integrated Vegetation Management Plans and the National Pollution Discharge Elimination System. Both efforts have a series of complex legal requirements. 
  • Lead the administration of WSDOT policies and practices that ensure the creation of a safe work environment for WSDOT employees. 
  • Use advanced management principles and leadership skills to develop strategic goals to guide the division’s efforts to align with WSDOT’s Strategic Plan.

Qualifications

To be considered for this opportunity, the following are required:

  • Current Driver’s License
  • At least fifteen (15) years of experience in engineering, construction or maintenance of highways or other similar, complex public infrastructure systems. (A bachelor’s degree in Civil Engineering, Public or Business Administration, or closely equivalent degree may substitute for experience on a year for year basis). 
  • At least five (5) years of supervisory experience managing large organizations with multiple layers and supervisors. 
  • Completion of National Incident Management System (NIMS) Incident Command Structure (ICS) 100, 200, 300, 400, 700, 800 certification or the ability to obtain within six (6) months on the job. 

 

In addition to:

  • Extensive experience and knowledge of maintenance engineering principles, practices, methods, policies procedures, rules and regulations for both highways and facilities. 
  • Extensive experience developing, managing, and administering a complex multimillion-dollar budget.
  • Extensive experience developing effective professional working relationships with a variety of public and private individuals and stakeholder groups, including high-level agency managers, executive management, and policy makers. 
  • Extensive experience in leading and managing emergency situations. 
  • Extensive experience with labor and management relations. 
  • Ability and willingness to act and be on a standby/on-call status, responding to emergencies 24x7 and working beyond scheduled work hours, both planned and unplanned, as needed. 

It is preferred that qualified candidates also have:

  • Professional Engineer license registered in the State of Washington in Civil Engineering or related field.
  • More than fifteen (15) years of experience in engineering, construction or maintenance of highways or other similar complex public infrastructure systems.
  • Master of Science in Public Administration, Civil Engineering, or similar degree.

  • The listed salary includes the Legislative approved King County Premium. 
  • This position requires periodic travel on an as needed basis to attend meetings, conferences, and trainings throughout the State. 
  • This position requires the ability to respond to emergencies on a 24x7 basis and work beyond scheduled work hours on an as needed basis.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
