Background study changes for EIDBI providers

Beginning Nov. 10, 2021, Early Intensive Developmental and Behavioral Intervention (EIDBI) provider agencies must use the DHS NETStudy 2.0 system to conduct background studies on all individuals who have direct contact with people who access services and their legal representatives. This change applies to all employees hired by an EIDBI agency on or after July 1, 2021 (including new hires).

Instructions to access the system

DHS will send an informational email to the person identified as the provider agency’s authorized agent. The email will include a link that allows the authorized agent to:

  • · Complete the onboarding process to get access to NETStudy 2.0
  • · Set up the agency’s background study account.
  • All provider agencies must complete the onboarding process before receiving access to the NETStudy 2.0 system.

    Provider agencies that already use NETStudy 2.0 for other service types must affiliate EIDBI providers within the NETStudy 2.0 system.

    Details about NETStudy 2.0

    The change to require NETStudy 2.0 background studies for EIDBI providers occurred during Minnesota Session Laws 2021, 1st Special Session.

    A NETStudy 2.0 background study determines whether a person has committed an act that disqualifies them from providing care.

    State law requires background study subjects to be fingerprinted and photographed. Study subjects must complete an online pre-enrollment process and schedule an appointment for a fingerprinting and photo session.     Study subjects are also required to complete an informed consent and criminal history disclosure. When a study is submitted, the study subject will receive an email directing them to complete the informed consent and criminal history disclosure.

    When a background study is submitted, study subjects must complete the informed consent, criminal history disclosure forms and get fingerprinted and photographed within 14 days of their background study submission. Otherwise, their study will close and a new study will be required.
