This is an exempt recruitment announcement from the State Board of Education. This position may be based anywhere in WA and may be eligible for a hybrid or fully remote work option schedule. Hybrid schedule is a combination of in-building and off-site days.

 

Agency Profile

 

The State Board of Education (the Board) provides advocacy and strategic oversight of public education, implements an accountability system that results in improved student learning, and provides leadership in the creation of a system that personalizes education and respects diverse cultures and abilities. In carrying out these responsibilities, the Board promotes achievement of the goals of Washington’s Basic Education Act, proposes high school graduation requirements, develops performance improvement goals, collaborates with P–20 education and workforce stakeholders and policy makers, and executes some regulatory activities. 

 

The Board consists 16 members: Seven members appointed by the governor; five members elected by the members of public school boards of directors; the superintendent of public instruction (SPI); one member elected by approved private school boards of directors; and two student representatives. A small staff team of 11 supports the Board.

Position Overview 

The Basic Education Manager is a key position supporting the Board's responsibilities regarding Basic Education.  This position has a key role regarding the Board’s duties to support school districts and other local education agencies in delivering the program of basic education to every student. This position is also responsible for managing waiver rules and processes, and has a role in supporting the development and reporting for our state accountability and recognition system.  The successful applicant must have the ability to develop a deep understanding of the laws and rules associated with these functions, ability to collaborate with other agencies and partners, and communicate effectively with school staff,  school district personnel, and Board members.

 

Key Responsibilities

Public School Compliance 

  • Common Schools: 
    • Responsible for updating application forms and processes for the annual basic education collection 
    • Communicate with districts about requirements and reporting deadlines.  
    • Collect and analyze compliance documents, work with district staff to resolve any issues related to documentation and / or compliance (coordinating with Research Director and/or OSPI staff as needed). 
    • Prepare reports and recommendations related to basic education compliance for the Board. 
    • Provide guiding information for districts on meeting the instructional hour, 180-day school year requirements, and in collaboration with the Director for Career and College Readiness and Director of the Mastery-based Learning Collaborative the requirements for graduation requirements and mastery-based learning. 
    • Manage rulemaking for the program of basic education. 
  • Public Schools other than common schools (charters, institutional education, etc…) 
    • Update the annual application process for charter school authorizers as needed.  
    • Assist in the analysis of applications and recommendations for the Board 
    • Manage process and coordinate with authorizers on issues such as certification, authorizer transfer, and other duties assigned to the Board. 
    • Manage rulemaking process related to Charter Public Schools. 
    • Assist Director of Research, in reporting and recommendations to the Board.   
  • Waivers 
    • Work with OSPI on communication about waivers and refer districts to appropriate resources for waivers that meet their needs. 
    • Establish application process and timelines for all waivers of basic education and graduation requirements administered by SBE. 
    • Communicate with districts and other LEAs regarding availability, applicability, and other questions about waivers. 
    • Analyze waiver applications and prepare recommendations for the Board. 
    • Manage rulemaking process for Waivers.  

Support successful Board meetings  

  • Attend regularly scheduled Board meetings. 
  • Assist Board members, SBE staff, and presenters with a variety of tasks as needed 

Accountability

  • Support other SBE staff on the development of the new accountability framework
  • Support other SBE staff on the monitoring of progress of districts in required action
  • Manage rulemaking process for required action districts. 

Other Duties 

  • Staff liaison to the School Facilities Citizen Advisory Panel 
  • Represent the agency on various workgroups and committees as assigned. 

Required Qualifications

  • Bachelor's degree or equivalent combination of education and work experience (acceptable). 
  • Experience collecting and summarizing qualitative and quantitative data from a non-partisan perspective and a working knowledge of research methods.
  • Ability to Maintain confidentiality over sensitive information when necessary 
  • Highly skilled at communicating complex information in a clear, concise, and effective manner to a variety of audiences, both verbally and in writing.
  • Willingness and ability to take on the variety assignments that regularly emerge in an environment with diverse demands and a very small staff.
  • Willingness and ability to co-create with your colleagues a welcoming, supportive, safe, affirming, and respectful work environment. 
  • Ability to travel statewide and work a varied schedule, which may include evenings, weekends, and overnight travel.
  • Excellent organizational and time management skills and the ability to complete tasks with strict deadlines.
  • Willingness and ability to participate in continuous learning, development, and training offered in the areas of diversity, inclusion, cultural humility, oppression, and equity. 

Desired Qualifications

  • Master's Degree in Education, Public Policy, or related field
  • Demonstrated experience working and interacting with culturally diverse people from a variety of socioeconomic, racial, and ethnic backgrounds. 
  • Familiarity with the work of the State Board of Education, and Washington’s public education system, including schools and school districts. 
  • Working knowledge of K-12 education policy issues impacting Washington schools 
  • Working knowledge of state legislative process.
Condition of Employment

Compensation
The annual compensation for the position is $65,000 - $75,000 per year and depends upon experience, educational background and qualifications.  Washington State offers a generous benefit package including health, dental and life insurance, retirement and an optional deferred compensation program.  Please visit Health Care Authority for information regarding health benefits and the Dept. of Retirement Systems for retirement plan information.  This position serves at the pleasure of the Executive Director, and is civil service exempt.  The position is not represented by a bargaining unit.

Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
