This position is the Executive Director for the Washington Statewide Reentry Council, which is housed at the Department of Commerce. This position is selected by the Council and functionally reports to the Assistant Director of Community Services and Housing Division. The Executive Director is confirmed by the Washington State Senate.

This position serves as Executive Director for the Washington Statewide Reentry Council and is guided by a council comprised of fifteen members appointed by the Governor. The membership includes representatives of the Department of Corrections; the Juvenile Rehabilitation Administration; a statewide organization representing community and technical colleges; a statewide organization representing law enforcement interests; a statewide organization representing the interests of crime victims; a statewide organization representing prosecutors; a statewide organization representing public defenders; a statewide or local organization representing businesses and employers; housing providers; and faith-based organizations or communities; at least two persons with experience reentering the community after incarceration; two community leaders; including at least one position reserved for a person with a background in tribal affairs.
 
The Executive Director may not be a member of the Council while serving as Executive Director. The Executive Director will serve for three years after which the Council may choose to renew the position.
 

Duties

Policy, Outreach and Stakeholder Engagement: 

  • Pursuant to Council’s leadership and direction, develop strategies and legislative agendas that further the mission and purpose of the Council, focused on increasing successful reintegration of impacted individuals in Washington State and acknowledging and addressing the legacy of systemic discrimination in the criminal justice system.
  • Represent the Council on relevant issues to the Governor, the Executive Branch, the Judicial Branch, and the Legislative Branch in the State of Washington, as well as local communities, associations, community service providers, and community members at large.
  • Represent the interests of impacted individuals and family members on relevant issues to the Governor, the Judicial Branch, the Executive Branch, and the Legislative Branch in the State of Washington, as well as local communities, associations, community service providers, and community members at large.
  • Convene agency, community members, stakeholders, and others to improve reentry outcomes through improved policy and program development, agency practices.
  • Advocate for and support legislation, both at the state and local level for reforms that support successful reintegration of impacted and formerly incarcerated individuals.
  • Speak and advocate against proposed legislation and policy that is harmful to impacted individuals and that would negatively impact successful reintegration of impacted and formerly incarcerated individuals.
  • Develop and maintain strong working relationships with stakeholders from a variety of interest groups related to incarceration reentry and public safety. 
Administration: 
  • Schedule and coordinate meetings for the Council in accordance with the Open Public Meetings Act and at the call of the co-chairs or when a majority of the Council so requests.
  • Research and apply for public and private grants/funding; oversee the use of grants and appropriated funds related to successful reentry and reintegration and improvements and innovations to those systems.
  • Coordinates with the Joint Legislative Audit and Review Committee (JLARC) for a performance audit, to occur every six years.
  • Establish and oversee Council-approved or Council-recommended, as appropriate, benchmarks and goals for improving state reentry systems.
  • Exercise independent judgement and make sound decisions concerning inter-agency and legislative changes.
  • Develop legislative testimony and draft bill analysis and proposed RCW changes regarding programs and services relevant to reentering the community after incarceration. 
  • Utilize strong writing, presentation and communication skills to testify in front of the Legislature, draft bills and legislation, write white papers, policy and reports, and develop talking points related to reentry in Washington on behalf of the Council.    
Reporting: 
  • Submit annual reports of activities and recommendations by December 1st of every even-numbered year to the Governor and appropriate committees of the Legislature.
Supervision:
  • Lead and provide supervision and training to current and future subordinate staff, as applicable and permitted by the Council’s enabling legislation.

Qualifications

Required Qualifications: 

  • Bachelor Degree and three years of experience at advanced-level management related to corrections or reentry. Additional such experience may substitute year-for-year for education. 
  • Demonstrated knowledge of policies and best practices related to reentering the community after incarceration.
  • Knowledge and experience with the Washington State legislative and budget process.
  • Ability to successfully support and collaborate with the Washington Statewide Reentry Council members and direct the work of the Council.
  • Ability to successfully navigate and negotiate in an environment with complex relationships and competing interests.

Desired Education and Experience:
  • Masters in Public Administration or equivalent advanced degree.  Training in performance accountability or program evaluation.
  • Impacted directly or indirectly (e.g., family member) by the legal system and by former incarceration. 
  • Supervisory and team leadership experience, with demonstrated responsibility directing people and workload, and handling personnel issues.

 Work From Anywhere
This position may be located anywhere within Washington state though occasional travel to the Olympia office or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction while observing social distancing. Due to the COVID-19 pandemic, telework (mobile-work) is expected. When approved to return, the incumbent will work with their supervisor to identify an appropriate work schedule and balance, including telework and reporting to the Olympia, Washington duty station for work activities, if needed.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
