Incentives to Support the Transition to Zero Emissions for Medium- and Heavy-duty Sectors in Oregon
The Oregon Legislature tasked the Department of Environmental Quality and Department of Transportation to explore incentive programs that are needed to transition Oregon’s the medium and heavy-duty fleet from gasoline or diesel to electricity or hydrogen.
This report presents information gathered from existing incentive programs, best practices developed by Northeast States for Coordinated Air Use Management and input from numerous contributors including impacted industries and state and local governments.
There is strong support for state level incentives that are needed for Oregon’s fleets to transition to ZEV technologies. The regulation that guides this transition is the Advanced Clean Trucks regulation that was adopted by the Environmental Quality Commission in November 2021. This regulation is a critical piece of Oregon’s plan to achieve its greenhouse gas reduction goals while also reducing harmful tailpipe air pollution in areas that are overburdened by emissions from the transportation sector. A state-level incentive program will be a helpful addition to existing federal grants and rebates and private funds that will help reduce the significant costs for Oregon fleets to convert to zero emissions vehicles.
DEQ and ODOT encourage incentive programs that:
- Can be established quickly and are flexible to reflect the changing ZEV ecosystem in the future.
- Include dedicated sources of funding to support short- and long-term fleet and charging conversion.
- Can be stacked with other incentives as funding levels do not remain consistent over time.
- Emphasize outreach to all of Oregon’s fleets in ways that are accessible to them.
- Promote opportunities that are equitable to all parts of the state and fleet owners.
