Minimum Qualifications

On or before March 25, 2023, you must have:

Either 1. a bachelor's degree in correctional studies, crime analysis, criminal justice, criminology, economics, forensics, government, law, law enforcement, law and society, political science, public administration, public affairs, public justice, psychology, social work, or sociology, AND three years of the qualifying experience described below.* One year of this experience must have been as a project leader or project supervisor and must be described clearly on your examination application;

Or 2. a master's degree or higher in correctional studies, crime analysis, criminal justice, criminology, economics, forensics, government, law, law enforcement, law and society, political science, public administration, public affairs, public justice, psychology, social work, or sociology, AND two years of the qualifying experience described below.* One year of this experience must have been as a project leader or project supervisor and must be described clearly on your examination application.

*Criminal justice and/or juvenile justice populations include individuals who have been subject to an arrest or delinquency action at any time in their lives.

Qualifying experience: For the purposes of this examination, experience analyzing data, trends, policies, and programs that involve criminal justice and/or juvenile justice populations* in a formal professional setting.

Examples of non-qualifying experience include but are not limited to: caseworker, direct care, paralegal, or security titles.

The Positions: These positions exist in the Division of Criminal Justice Services and are located in Albany only.

Duties

As a Criminal Justice Policy Analyst 2, you would perform various assignments such as analyzing and presenting complex criminal and/or juvenile justice data and trends; developing projections; reviewing and analyzing complex criminal or juvenile justice policy, developing reports on criminal or juvenile justice programs; conducting relevant research, preparing correspondence, and providing technical assistance to various entities. You will work independently with little supervision. You may supervise staff in the performance of similar but less complex duties.

  2. If you are eligible for appointment from a promotion list, you may not be appointed in your own agency from the list resulting from this examination open to the public.

Subject of Examination

To be considered for appointment to this title, you must pass the written test. The written test evaluates your knowledge, skills, and/or abilities in the following areas:

  1. Preparing written material - These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences.
  2. Program planning and evaluation - These questions test for a knowledge of basic concepts and techniques in such areas as the planning function, factors involved in implementing new procedures or programs, and evaluating their results and effectiveness. The questions are conceptual in approach and fundamental in level; they do not involve the manipulation of data nor the application of quantitative methods.
  3. Supervision - These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.
  4. Criminal justice and community public safety topics - These questions test for your knowledge and understanding of the criminal justice system, its functions and objectives. There will also be questions to test for your knowledge of current issues and technological innovations in the criminal justice field.
  5. Research methods and techniques including basic statistical concepts - These questions test for a knowledge of the conceptual foundations for the collection and interpretation of data and the design and implementation of research studies. You will not be required to do any substantial manipulation of data. The questions cover such areas as central tendency, variability, presentation of data, normal distribution, reliability, survey methods, sampling theory, and sources of research error.

Your final score must be 70 or higher in order to pass. Your final score on the eligible list will be determined after adding any wartime Veterans' and Civil Service Law Section 85-a credits.

Note: The Department of Civil Service may administer tests either online or with paper booklets and answer sheets.

Admission To The Test: If approved for a written test, you will receive an admission notice which will indicate your assigned test date and the way your test will be administered. Your test may be administered with paper and pencil or online at a state test site using a state-provided Chromebook. You cannot request to change your scheduled day or request a specific type of test administration.

Applicants are required to have a Personal NY.gov account and keep their email address up to date. The Department of Civil Service and other state agencies will communicate with you through email correspondence. This may include the notification of your test arrangements, examination results, and canvassing you for interest in appointment. It will be important for you to keep your email address, phone number, and mailing address current by logging into https://www.cs.ny.gov/home/myaccount.

Admission to Examination

Notice to appear for the test may be conditional as review of applications may not be made until after the test. If you have not received your notice to appear for the written test three days before the date of the test, email us at AdmissionNotices@cs.ny.gov. Taking State and Local Examinations Scheduled for the Same Day

If you have applied to take a written test announced by either one or several local jurisdictions (county, town, city) scheduled to be held on the same test date as this written test, you must notify each of the local jurisdictions no later than two weeks before the test date to make arrangements for taking all tests at one test site. All tests will be held at the state examination center. Cell Phones or Electronic/Communication Devices at the Test Site

The use of cell phones, beepers, headphones, or any electronic or other communication devices at your personal testing site or in the test room, hallways, restrooms, building, grounds, or other areas, except as expressly authorized by the Department of Civil Service, could result in your disqualification.
