Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project. 

 

The Opportunity

WSDOT is currently seeking a talented IT Application Development Expert to lead the planning and development of new processes, standards, and policy to address transportation operations business needs. This role tracks, assesses and implements national transportation operations and software developments, methods and approaches. This position leads the team, driving implementation of new and improved technology statewide. It represents the group nationally on standards development and is the “go to” person for communicating nationally. The position combines expertise in traffic engineering and software engineering skills with a mastery of knowledge of traffic management hardware and software to lead the statewide integration of high-profile transportation management systems to efficiently operate state highways in a cost-effective manner. 
 
What to Expect

Among the varied range of responsibilities held within this role, the IT Application Development Expert will:

  • Create and lead the development of processes and complex hardware/software improvement projects supporting the agency’s operation; define transportation management database requirements; and develop integration plan and migration plan for the emerging traffic management strategies and technology.
  • Supervise, lead and direct software programming team, plan and track work, communicate and coordinate with management regionally and in headquarters, providing key input and recommendations during development of agency Transportation System Management and Operation strategic planning efforts.
  • Develop requirements and control algorithms for HOT/TOLL application, NG_TMS system enhancements, ATM enhancement, Ramp metering (freeway control) and ramp terminal (arterial control) signal integration.
  • Oversee and guide the development and enhancement of system requirements, control algorithms, software enhancements, and maintenance for toll application, life and safety systems, variable speed limits, lane control system, ramp metering, signal integration, variable message signing in the tunnel environment.
  • Evaluate and implement national standards for strategic compliance.
  • Work with regional traffic and TMC managers to strategically plan and develop approaches for secure data management and to ensure operational availability.
  • Provide technical consulting and oversight on complex projects with the outcome of an educated and well-informed Region and HQ Traffic Organization.

 

Qualifications

To be considered for this opportunity, the following are required:

  • Bachelor’s Degree in a field of science AND ten (10) years of professional IT experience demonstrating increasing job responsibilities.
  • Seven (7) years of IT experience in traffic management application development.
  • Seven (7) years of recent progressive experience successfully leading and managing operations focused teams or programs with demonstrated accountability for leadership, supervision.
  • Critical and comprehensive understanding of agency, state, and national efforts and strategic thinking relative to Transportation System Management and Operation. 
  • Proficiency in Windows, Microsoft Visual Studio, C, C++.
  • Demonstrated mastery in software development including Systems Engineering, Software coding, Traffic Operations equipment including the Advanced Transportation Controllers (ATC), cabinets and firmware programming.
  • Demonstrated management abilities to define, schedule, monitor and track work of a software team from conception of an application through maintenance.
  • Ability to determine, define and implement new procedures, standards and techniques in traffic management.
  • Ability to communicate with decision makers, customers and users. To communicate processes and issues, link efforts with strategic guidance, reach an understanding, define fine goals and outline a plan for software applications to improve traffic management.
  • Ability to test, debug and maintain detailed instructions (programs) for computers to follow and ensure performance of their intended functions for complex applications (VSL, Ramp metering, VMS, etc..) as well as the complete integrated NG_TMS system.
  • Ability to research and develop creative and innovative solutions to emergent problems that may require new methods, procedures and approaches.


It is preferred that qualified candidates also have: 

  • Bachelor's Degree in Computer Science, Software Engineering or Civil Engineering. 

 

Important Notes 

  • Washington Administrative Code (WAC) 357-16-197 mandates that all employees who work for executive cabinet agencies (which includes the Department of Transportation) must be fully vaccinated against COVID-19.   • The salary listed for this position includes a legislative approved 5% premium for workers in King County.
  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. Insurance Benefits

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.

Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.

Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.


As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165. 

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
