The 2021-2025 Consolidated Plan for the City's affordable housing and community engagement program is now available. 


The 5-Year Plan Includes:

  • Goals and Objectives
  • Building affordable apartments for low-income residents
  • Locating affordable housing near transit 
  • Workforce Training Program
  • Geographic priority areas within the City
  • Update to the Neighborhood Revitalization Strategy Area Plan
  • Updates to the Citizen Participation Plan 
  • Grants to help the homeless and vulnerable populations

Consolidated Plan Survey

As part of the 5-Year Consolidated Plan process, the Community Development Division sent out a survey to the public focusing on goals and priorities for the next five years. The survey was open Sept. 9  - Nov. 18, 2019 and was advertised on our website and social media. It was also distributed via email and flyers. Physical surveys were also passed out at fall 2019 Consolidated Plan meetings. A total of 581 responses were received through this process.

Past Meetings and Hearings

Community Meetings

5-Year Consolidated Plan Community needs meetings were held throughout Raleigh in the fall. During the meetings, we provided information about our current programs, and listened to your feedback on programs and priorities for the next five years! 

Meetings were held at the locations listed below:

Sertoma Arts Center, Sept.10, 2019 at 6 p.m. – 8 p.m.

Jaycee Community Center, Sept. 12, 2019 at 6 p.m. – 8 p.m.

Green Road Community Center, Oct. 15, 2019 at 6  p.m. – 8 p.m.

Tarboro Community Center, Nov. 7, 2019 at 6 p.m. – 8 p.m.

Chavis Community Center, Nov. 14, 2019 at 6 p.m. – 8 p.m.

 

There was also a public hearing on December 3, 2019 after 7 pm at the City Council meeting.

Citizen Participation Plan Comment Period

A revised draft of the Citizen Participation Plan was available for public comment from  May 28, 2020- June 2, 2020. A public hearing was held on June 2, 2020. For more information, contact the City of Raleigh Community Development Division at 919-996-4330 or email CD.info@raleighnc.gov.
