To submit a 2025 ECC-Provider and Residential Data Registry Application, please first review the listed documents, all of which are intended for applications can that be approved before December 31, 2025. See also the note below. 
Note: The HERS Program Regulations for Field Verification and Diagnostic Testing for demonstrating Energy Code Compliance ("HERS I") do not exist in the amended regulations that will be effective January 1, 2026. HERS providers approved under the 2022 Energy Code must apply for approval as an ECC-Provider to maintain compliance with the updated Energy Code regulations. 

The California HERS Program was initially implemented to address building construction defects and improper equipment installations that negatively affect performance and cause energy to be wasted instead of conserved. HERS tested and verified measures cover newly constructed or altered space conditioning, ventilation, and hot water distribution systems and quality insulation installations.

Organizations that are interested in becoming a HERS Provider must submit an application in accordance with California Code of Regulations Title 20 Sections 1670-1675 (HERS Regulations) and Title 24, Parts 1 and 6 (Energy Code). To allow a HERS Provider to use an External Digital Data Source (EDDS) as an alternative data entry to its data registry, the HERS Provider must submit an EDDS application in accordance with Title 24, Part 6, Reference Joint Appendix JA7.8
