Duties include, but are not limited to:
Program management for the team’s projects including business management from the preliminary planning stage through design, construction, commissioning, and building occupancy stages. Leads discussions with representatives of client agencies regarding project requirements, needs, building limitations and functional use of space to determine the most economical solution and to meet the operational needs of the occupants. Collaborates with customer agencies' top officials to ensure optimum satisfaction of agencies' program and project objectives through effective and expeditious management of project-related activities. Manages all aspects of the project’s finances with the client including preparation, negotiation, presentation, approval, and communication of pricing, occupancy agreements, reimbursable work authorizations, and project budget.
Assists the Contracting Officer in the preparation of statements of work, determinations and findings and solicitation documents. Oversees detailed analyses of all elements of cost in contractor proposals and recommends competitive range determinations to the Contracting Officer. In conjunction with the Contracting Officer conducts pre-bidding conferences and serves as lead negotiator for assigned projects. Serves as Contracting Officer's Representative or Technical Representative and is the agency's representative to the contracto monitoring contractor performance and compliance.
Reviews design submittals to ensure accuracy and compatibility with the building and/or lease and provide comments. Conducts labor interviews, progress inspections and final inspections. Prepares schedules for complete projects, implementing a system for review, control, and reporting on project status. Monitors project reviews, readjusting funds, schedules, and work for completing project, responsible for keeping project on budget and on schedule. Resolves complex problems or conflicts impeding progress, ensuring that contractor and agency staffs work effectively toward timely completion of projects.

The GS-13 salary range starts at $109,107.00 per year.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is utilizing project management practices and tools to simultaneously manage multiple complex and high risk construction and/or repair and alteration projects in a real estate environment.
