HB 3 Reading Practices Updates
Today, the agency announces two upcoming surveys for LEAs regarding reading practices. The first survey is an Initial Contact Survey, which should be completed by January 9, 2020, to ensure the correct designees receive the upcoming HB 3 Reading Practices Survey. This Initial Contact Survey can be found here. TEA will then launch a second survey, the HB 3 Reading Practices Survey on January 16, 2020, by sending the survey directly to contacts identified through the Initial Contact Survey.

The full survey will close on January 30, 2020 and covers these four required components of HB 3:

  • Prekindergarten - 3rd Grade Phonics Curriculum
  • Priority Placement of Highly Effective K-2 Teachers
  • Integrated Reading Instruments
  • Reading Academies

The district should designate a Primary Contact who will be responsible for the completion of all topics. We encourage districts to work on items as a team to ensure accuracy of the information provided. Districts should identify up to three additional contacts who will be responsible for ensuring accuracy of the requested information.   

If a district does not designate a Primary Contact through the Initial Contact Survey by 5:00 PM, Central Standard Time, Thursday, January 9, 2020, the superintendent will be the Primary Contact.

Submission of the Initial Contact Survey does not meet the requirements of the HB 3 Reading Practices survey to be released on January 16, 2020.
