State Implementation Plan Amendment Negative Declaration for Control Techniques Guidelines for the Oil and Natural Gas Industry

The Department is proposing to issue negative declarations for the federal Control Techniques Guidelines (CTG) for the Oil and Natural Gas Industry, EPA-453/B-16-001 as published in October 2016. This CTG covers select sources of VOC emissions in the onshore production and processing segments of the oil and natural gas industry (i.e., pneumatic controllers, pneumatic pumps, compressors, equipment leaks, fugitive emissions) and storage vessel VOC emissions in all segments (except distribution) of the oil and natural gas industry. See the attached notice for more detail.

After reviewing its records, the Department has determined that there are no sources in Maine meeting the applicability thresholds for this CTG category.

This negative declaration will be submitted to EPA as a revision to Maine's State Implementation Plan. Written comments may be submitted by mail, e-mail or fax to the contact person before the end of the comment period. To ensure the comments are considered, they must include your name and the organization you represent, if any. Although the Department has not scheduled a public hearing on this proposal, a public hearing will be scheduled if any requests are received prior to the close of the public comment period.
