Summary

This amendment and rule will provide an opportunity for eligible individuals to replace historical captain permits in the reef fish and coastal migratory pelagic fisheries with standard federal for-hire permits. The rule would apply to individuals that had a historical captain permit as of October 25, 2019. This framework amendment was approved by the Gulf of Mexico Fishery Management Council at its April 2019 meeting.
