About ESD’s Financial Services Division (FSD) Central Budget Office
The Financial Services Division (FSD) provides strategic budgeting and planning to support the commissioner and executive leader’s decision-making. The Central Budget Office is a collaborative partner dedicated to providing the highest level of support and professionalism possible; thus ensuring all ESD divisions are well equipped to respond efficiently and proactively to our customer’s needs.



Duties

The Director of Budget is a senior level fiscal position responsible for oversight of agency budget planning, in alignment with agency strategies, developing funding models, allotment controls and revenue forecasting. The Director of Budget manages the centralize budget office of professional budget staff, including three managers. The budget office provides financial and program planning analysis for the major programs of the agency with a biennial budget of more than $800 million.  The director manages program revenues and expenditures; ensures expenditures stay within authorized levels; complies with federal cost allocation principles; and follows state and federal spending restrictions. 


Duties include:


Serve as the key budget advisor to the Commissioner, Deputy Commissioner, Chief Financial Officer, and the Executive Leadership Team (ELT) on all budget matters. Oversee the coordination and development of the agency’s budget development processes, which include developing decision packages and fiscal notes.

Manage funds received by the agency to include:  Oversight of the annual reporting to the Department of Labor for the Unemployment Insurance Administration grant through the completion of the Resource Justification Model; Oversight of quarterly reporting for the UI grant. Quarterly reporting and close-out of all federal grants; Serve as the primary point of contact for external inquiries on budgetary matters from OFM and legislative staff.

Assign and monitor the development of monthly budget reporting to ensure timely and accurate financial reports.

Provide recommendations, consultative services, advice, training, briefing materials, etc., to the Commissioner, Executive Leadership Team, and program managers, concerning the cost and effect of fiscal/policy proposals related to the budget, proposed legislation, and management initiatives.

Review, develop, analyze and oversee the agency’s budget operations. Provide leadership to budget managers and staff.

Monitor expenditures for compliance with budget and permissible funds’ use.

Manage the fiscal note process for the agency, ensuring quality control of products and coordination within the agency.

Qualifications

Required Education, Experience and Competencies 

Bachelor’s Degree in business, public administration, finance or related field and at least 5 years of progressive professional budgeting or financial management experience, including 3 years supervising staff.

 

Experience with fiscal management principles, including GAAP.

 

Ability to translate knowledge of the agency’s mission and strategic direction into day-to-day financial and operational plans.

 

Ability to translate budget and performance information into clear, plain English for managers, policy makers and stakeholders.

 

Experience in effectively communicating financial and quantitative concepts to non-financial decision makers. Strong public speaking skills.

 

Ability to research issues, define a problem, develop and assess alternatives, and make recommendations.

 

Ability to develop and maintain effective relationships with partners across the agency, the Office of Financial Management, the legislature and other parties

 

Ability to perform analysis for financial research and modeling in a complex-multi-system environment; ability to develop and implement financial models for budgeting, forecasting and expenditure revenue purposes.


Ability to guide, direct, review and approve analytical activities of budget staff

 

Computer proficiency, including a high level of expertise in MS Excel, MS Word, PowerPoint, and Outlook. Ability to learn state financial systems.

 

Resiliency and ability to adapt in a dynamic policy environment.


Desired

 

       Master’s degree in public administration, finance or related field. Experience in supervising managerial staff.

Insurance Benefits

Retirement and Deferred Compensation
 
State Employees are members of the Washington Public Employees' Retirement System (PERS).  New employees have the option of two employer contributed retirement programs.  For additional information, check out the Department of Retirement Systems' web site.
 
Employees also have the ability to participate in the Deferred Compensation Program (DCP).  This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
 
Vacation (Annual Leave)
 
You begin accruing vacation starting your first month of employment. Since we value your loyalty, the amount of vacation you can accrue increases the longer you work with us. Washington State supports members of the armed forces with 21 days paid military leave per year. Vacation accrues for full-time employees per WAC 357-31-165.
