Notice of Adjusted Public Comment Period for the 2024 Annual Action Plan for Housing and Community Development

Notice is hereby given that the Indiana Office of Community and Rural Affairs and the Indiana Housing and Community Development Authority have identified the need to adjust the public comment period for the 2024 Annual Action Plan as the United States Department of Housing and Urban Development is still computing grantees’ allocation amounts for the programs covered by the Consolidated Plan.

OCRA and IHCDA will have the 2024 Action Plan available for public inspection prior to its submission.

Members of the public are invited to review the 2024 Action Plan from 8:30 a.m. to 5 p.m. ET, April 8 through May 8, 2024, at the Indiana Office of Community and Rural Affairs, located at One N. Capitol, Suite 600, Indianapolis, IN 46204. The Action Plan will also be available online at: in.gov/ocra/cdbg/consolidated-and-action-plans/ or in.gov/ihcda/newsroom/action-plans/.

Notice of Filing of 2023 Annual Action Plan for Housing and Community Development-Amendment One

Notice is hereby given that the Indiana Office of Community and Rural Affairs plans to amend the 2023 Annual Action Plan for Housing and Community Development (“2023 Action Plan”) with the U.S. Department of Housing & Urban Development on or about May 15, 2024. This amendment will make adjustments specific to the Owner-Occupied Rehabilitation Program and to OCRA’s existing program income policy.

The Annual Action Plan concerns programs funded through the U.S. Department of Housing & Urban Development under Title I of the Housing & Community Development Act of 1974 as amended. Annually, the state receives about $65 million for housing and community development funds. This document governs the allocation of those funds among housing and community development activities (e.g., economic development initiatives, infrastructure improvements, and homeownership and rental programs).

The 2023 Action Plan provides information on the housing and community development needs priorities and one-year spending plan for the Community Development Block Grant Program, the Home Investment Partnership Program, the National Housing Trust Fund, the Emergency Solutions Grant Program and the Housing Opportunities for Persons With AIDS Program.

OCRA will have the 2023 Action Plan amendment available for public inspection prior to its submission.

Members of the public are invited to review the 2023 Action Plan during the hours of 8:30 a.m. to 5 p.m. ET, April 8 through May 8, 2024, at the Indiana Office of Community and Rural Affairs, located at One N Capitol, Suite 600, Indianapolis, IN 46204. Notice of Filing of 2020 Recovery Housing Action Plan Amendment Three

Notice is hereby given that the Indiana Office of Community & Rural Affairs plans to amend its 2020 Action Plan for the Recovery Housing Program with the U.S. Department of Housing & Urban Development on or about Dec. 11, 2023. This amendment will adjust the minimum scoring threshold for Recovery Housing Program grants to make criteria more equitable for applicants who do not provide a local match.

This document concerns programs funded through the U.S. Department of Housing & Urban Development under the Recovery Housing Program, authorized under Section 8071 of the Support for Patients and Communities Act. The RHP allows pilot states and the District of Columbia to provide stable, transitional housing for individuals in recovery from a substance-use disorder. The funding covers a period of not more than two years or until the individual secures permanent housing, whichever is earlier.

The RHP Action Plan provides information on the housing priorities and one-year spending plan for the program and includes the state’s plan for how to distribute RHP funds, giving priority to entities with the greatest need and ability to deliver effective assistance in a timely manner.

The Office of Community & Rural Affairs will have the RHP Action Plan amendment available for public inspection prior to its submission. Members of the public are invited to review the RHP Action Plan Amendment Three draft during the hours of 8:30 a.m. to 5 p.m. ET, Nov. 8, 2023, through Dec. 8, 2023, at the Indiana Office of Community & Rural Affairs, One North Capitol, Suite 600, Indianapolis, Indiana 46204. The U.S. Department of Housing and Urban Development requires states and local communities to prepare a Consolidated Plan in order to receive federal housing and community development funding. The Consolidated Plan combines into a single document the planning and application requirements for Community Development Block Grant, HOME Investment Partnerships Program, Emergency Shelter Grant, and Housing Opportunities for People with AIDS funding.

The purpose of the Consolidated Plan is:

  • To identify the state's housing and community development needs, priorities, goals, and strategies.
  • To stipulate how funds will be allocated to housing and community development organizations and local governments.

NOTICE OF FILING OF 2022 Consolidated Annual Performance and Evaluation Report (CAPER)

Notice is hereby given that the Indiana Office of Community & Rural Affairs (OCRA), and the Indiana Housing and Community Development Authority (IHCDA) will file their 2022 CAPER with the U.S. Department of Housing & Urban Development (HUD) on September 30, 2023.

These programs are funded through the U.S. Department of Housing & Urban Development (HUD) under Title I of the Housing & Community Development Act of 1974 as amended. Annually, the state receives approximately $50 million for housing and community development funds, excluding special (pandemic, economic recovery) funding. This document governs the reporting of spending on activities.

The CAPER provides information on the expenditures on activities with regard to the Community Development Block Grant (CDBG) Program, the Home Investment Partnership (HOME) Program, the Emergency Solutions Grant (ESG) Program, the Housing Opportunities for Persons with Aids (HOPWA) Program, and the National Housing Trust Fund (NHTF). CARES Act funds will be reported as expended.

The Office of Community & Rural Affairs will have the CAPER available for public inspection prior to its submission. Members of the public are invited to review the CAPER prior to its submission between September 15 and 30, 2023, on OCRA’s and IHCDA’s websites at http://www.in.gov/ocra and http://www.in.gov/ihcda/. NOTICE OF FILING OF 2023 Annual Action Plan for Housing and Community Development

Notice is hereby given that the Indiana Office of Community & Rural Affairs (OCRA) and the Indiana Housing and Community Development Authority (IHCDA) plan to file their 2023 Annual Action Plan for Housing and Community Development (“2023 Action Plan”) with the U.S. Department of Housing & Urban Development on May 14, 2023, contingent on federal funding allocation decisions. In the event that federal funding is delayed, the plan may be submitted to HUD after this date. The draft 2023 Action Plan contains a funding contingency plan.

This document concerns programs that are funded through the U.S. Department of Housing & Urban Development under Title I of the Housing & Community Development Act of 1974 as amended. Annually, the state receives about $65 million for housing and community development funds. This document governs the allocation of those funds among housing and community development activities (e.g., economic development initiatives, infrastructure improvements, and homeownership and rental programs).

The 2023 Action Plan provides information on the housing and community development needs priorities and one year spending plan for the Community Development Block Grant Program, the Home Investment Partnership Program, the National Housing Trust Fund, the Emergency Solutions Grant Program, and the Housing Opportunities for Persons With Aids Program.

OCRA and IHCDA will have the 2023 Action Plan available for public inspection prior to its submission. Members of the public are invited to review the 2023 Action Plan during the hours of 8:30 a.m. to 5 p.m., ET on Feb. 15, 2023 through March 31, 2023, at the Indiana Office of Community and Rural Affairs, One North Capitol, Suite 600, Indianapolis, IN 46204. The CAPER provides information on the expenditures on activities with regard to the Community Development Block Grant (CDBG) Program, the Home Investment Partnership (HOME) Program, the Emergency Solutions Grant (ESG) Program, the Housing Opportunities for Persons with Aids (HOPWA) Program, and the National Housing Trust Fund (NHTF). CARES Act funds will be reported as expended.

Notice of Filing of 2020 Recovery Housing Action Plan

Notice is hereby given that the Indiana Office of Community & Rural Affairs (OCRA) plans to file an Action Plan for the Recovery Housing Program with the U.S. Department of Housing & Urban Development (HUD) on June 30, 2021.

This document concerns programs that are funded through the U.S. Department of Housing & Urban Development under the pilot Recovery Housing Program (RHP), authorized under Section 8071 of the Support for Patients and Communities (SUPPORT) Act. The RHP allows pilot states and the District of Columbia to provide stable, transitional housing for individuals in recovery from a substance-use disorder. The funding covers a period of not more than two years or until the individual secures permanent housing, whichever is earlier.

The RHP Action Plan provides information on the housing priorities and one year spending plan for the RHP and includes the state’s plan for how to distribute RHP funds giving priority to entities with the greatest need and ability to deliver effective assistance in a timely manner.

The Office of Community & Rural Affairs will have the RHP Action Plan available for public inspection prior to its submission. These amendments make adjustments to OCRA’s COVID-19 Response program to respond to COVID-19 effects for FY 2019, and continue FY 2019 scoring criteria for Round 1 of 2021 which is part of the FY 2020 allocation.

These documents concern programs that are funded through the U.S. Department of Housing & Urban Development (HUD) under Title I of the Housing & Community Development Act of 1974 as amended. These amendments establish spending priorities for FY 2019 and FY 2020. The FY 2019 amendment establishes criteria for the distribution of roughly $51 million in community development funds allocated by the CARES Act for the Community Development Block Grant Program. For FY 2020, the amendment makes adjustments to the year’s allocation as it relates to Round 1 of 2021.

These amendments will be discussed as part of the FY 2021 Action Plan virtual public hearings at 10:00 AM ET, March 30, 2021 and 5:00 PM ET, March 30. Meetings will be held via GoToMeeting.
