DALLAS, TEXAS, April 15th, 1889.
Honorable City Council of the City of Dallas.
GENTLEMEN :-The second year of my official ser -
vice has ended, and we now enter upon the duties of a
second term, I hope with renewed energies. It gives me
pleasure as the executive head of the city government
to submit this, my annual message, and as briefly as
possible detail to you my actions and services as such.
The duties of the Mayor and, in fact, every one con-
connected with the workings of the city government,
daily increase. The great growth and wonderful pro-
gress of the city for the past two years is phenomenal
and it requires exertions upon. the part of us as
public servants to keep the improvements directed and
controlled by the municipality apace with those directed
by private individuals and private capital.
I submit the following for your consideration, with
the hope that the recommendations herein contained will
meet with your endorsement.
FINANCE AND REVENUE.
This important question has been considerably dis-
cussed before the public for the past month, and as I re-
ported in my last annual message, a failure to keep the
finances of the city in a healthy and clean condition dis-
