Position Summary

The Accountant/Financial Analyst is primarily responsible for supporting and assisting with management of all aspects of the City's General Finance System Information. This includes reconciliations, account analysis, preparation of journal entries, assisting with audit process and preparing the Comprehensive Annual Financial Report, and serving on the finance budget team working with various assigned areas. Essential Duties and Responsibilities

  • Perform account analysis and prepare account reconciliations and journal entries for assigned areas, with heavy emphasis on bank reconciliation.
  • Prepare audit work papers and assist with the audit process and CAFR development.
  • Serve on Finance Budget Team, schedule meetings with assigned areas, follow through on budget questions, and prepare budget summaries.
  • Assist departments with finance/budget/ accounting questions.
  • Lead meetings to discuss project or grant information, maintain appropriate documentation and prepare reports.
  • Prepare and file reports to the Office of the State Auditor and other state and federal agencies as assigned. This includes both the annual report and budget.
  • Prepare the 5 year Capital Improvement Plan (CIP) and the Capital Equipment Plan (CEP) for the City. This includes the preparation for council presentations and creating books to publish.
  • Record, track and maintain data for the Capital Asset System in accordance with City policy.
  • Set up projects and run project reports, track project expenditures.
  • Prepare quarterly reports and variance analysis for council.
  • Prepare and file reports to the state and federal agencies as assigned.
  • Calculate the City's internal service charges for buildings, equipment, vehicles, loss control and ITS.
  • Perform projects and other duties as assigned.

Perform high level financial analysis and reconciliations
  • Work with departments to maintain efficient and effective internal controls.
  • Perform high level budget related analysis.
  • Reconcile tax statements and allocate the tax settlements from the county.
  • Update taxes and reconcile tax receivables.
  • Quarterly review and reconciliation of capital assets
  • Perform reconciliations of special assessments.
  • Process monthly bank reconciliations.
  • Research and balance all inventory accounts, and work with staff to maintain integrity of process.

Minimum and Desired Qualifications

Education
Bachelor's degree (or higher) in Accounting, Finance or related field

Experience

  • Previous experience performing account analysis and reconciliations
  • Advanced level of proficiency in Excel to include pivot tables, linking, and formulas

Equivalency
An equivalent combination of related education/experience may be considered.

Desired Qualifications
  • Two (2) years of demonstrated experience with municipal budgets, Annual reports, Reports GAAP and GASB
  • Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO)
  • One year of experience with municipal government finance
  • Previous experience with tax settlements, reconciliations, Tax Increment Financing (TIF) and special assessments
  • Progressively responsible experience in finance or accounting
  • Previous experience preparing and or coordinating Comprehensive Annual Financial Report
  • Previous experience with computer applications, preferably New World applications
  • Previous experience working with people from various cultural, socioeconomic, racial and ethnic backgrounds
  • Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s)

Anticipated Hiring Wage: $29.28 - $37.63 hourly; dependent on qualifications and experience

Anticipated Work Schedule:  Position is a non-exempt, full-time, non-union position that will work a standard schedule of 40 hours per week Monday – Friday 8:00 a.m.-5:00 p.m.  May require extended work hours to complete projects and/or attend evening meetings.
