 Intrastate Funding Formula

The public is invited to review and comment on the Maryland Department of Aging’s Intrastate Funding Formula from July 21 through August 6, 2021

As you know, the Maryland Department of Aging has submitted its proposed State Plan on Aging for the period 10/1/21 – 9/30/25 to the Administration for Community Living for final approval. As part of a state plan, every state must also submit an Intrastate Funding Formula (IFF).  The IFF is developed and used by states to allocate federal Older Americans Act (OAA) funds for programs and services offered by the 19 Area Agencies on Aging that represent Maryland’s local aging network.  

In the course of review of the IFF, it was determined that the IFF language in Maryland’s current State Plan did not accurately reflect the IFF that has been in place and used by the Department of Aging for several years.  Accordingly, the IFF language in the proposed State Plan on Aging for the period 10/1/22 – 9/30/25 has been revised to correct this inconsistency (there is no change to the weights or factors used in the IFF – rather, the language describing the manner in which the funding allocations are made among the AAAs has been revised).  Therefore, a public notice of this change is required.  Comments are being accepted.

Specifically, the IFF includes the following:
  • ​The descriptive statement of the formula’s assumptions and goals, and the application of the definitions of greatest economic or social need (Page 1);  
  • A numerical statement of the actual funding formula to be used (Pages 1-7);
  • A chart of the demographic data for each planning and service area that was used for the calculation of the IFF for Federal fiscal year 2021 (Page 8); and 
  • A chart of the federal fiscal year 2021 allocation of funds, pursuant to the funding formula, to each planning and service area in the State (Page 9).
