C.M. B. Deed of utilities easement for public and private utilities purposes on property owned by UDR Whitmore, LLC, 4301 Columbia Pike, Arlington, Va. (RPC#23-038-019).
C.M. Recommendation: (1) Approve the deed of easements for public sidewalk, utilities and drainage purposes, temporary construction easement and public street, transit and utilities purposes (Deed of Easements, attached to the staff report) on property owned by UDR Whitmore, LLC, 4301 Columbia Pike, Arlington, Va. (RPC# 23-038-019). 15. Deed of easement for public sidewalk, utilities, and drainage purposes at St. Agnes Catholic Church, 1914 N. Randolph St., RPC No. 06-013-028.
C.M. Recommendation: Approve the deed of easement (attached to the staff report) from the Most Reverend Michael Francis Burbidge, Bishop of the Catholic Diocese of Arlington, Virginia to the County Board of Arlington County (Exhibit A), granting to the County a permanent easement for public sidewalk, utilities, and drainage purposes within a portion of the property known as St. Agnes Catholic Church and located at 1914 N. Randolph St., RPC No. 06-013-028. In addition, authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to execute, on behalf of the County Board, the deed of easement attached (to the staff report) as Exhibit A, and all associated documents, subject to the approval of the deed of easement as to form by the County Attorney.
16. Authority for the County trustees under a deed of trust to consent to, and execute on behalf of the County Board: i) a temporary deed of easements; and ii) a crane swing license agreement, both on property known as The Carlin, 4300 N. Carlin Springs Road, RPC #20-012-360.
C.M. Recommendation: Authorize Julie A. 17. N-FBC-11 amendment to the Arlington County Zoning Ordinance Article 11.2 CPN-FBC Columbia Pike Neighborhoods Form Based Code District (Appendix B of the Zoning Ordinance), section 204.D, Transfer of Development Rights (TDR), to reinstate the TDR multipliers, available to the two conservation area properties along the Columbia Pike corridor, which sunset on December 31, 2020.
C.M. Recommendation: Adopt the ordinance (attached to the staff report) to amend, reenact, and re-codify the Arlington County Zoning Ordinance Article 11.2 "CPN-FBC" Columbia Pike Neighborhoods Form Based Code District (Appendix B of the Zoning Ordinance), section 204.D, Transfer of Development Rights (TDR), to reinstate the TDR multipliers, available to the two Conservation Area properties along the Columbia Pike corridor, which sunset on December 31, 2020.

C.M. Recommendation: Approve the ordinance(attached to the staff report) to provide for voting satellite offices for absentee ballots and early voting at Madison Community Center, 3829 N. Stafford St., and Walter Reed Community Center, 2909 16th St. S.
19. Amendments of 33 school use permits to incorporate updated and standardized Transportation Demand Management and bicycle parking requirements, and to consider delegating authority to the County Manager or his/her designee to allow future modification of these requirements administratively going forward, if in concurrence with the Superintendent of Arlington Public Schools or his/her designee.
C.M. Recommendation: Approve 33 school use permit amendments to incorporate updated and standardized Transportation Demand Management and bicycle parking requirements, and delegate authority to the County Manager or his/her designee to allow future modification of these requirements administratively going forward, if in concurrence with the Superintendent of Arlington Public Schools or his/her designee.
20. Amendment to the Continuity of Operations Ordinance to exempt certain County-operated childcare programs from The Childcare Ordinance.
C.M. Recommendation: Adopt, on an emergency basis effective immediately, the proposed Amendment (attached to the staff report) to the Arlington County Continuity of Operations Ordinance associated with the COVID-19 pandemic to authorize the temporary exemption of certain County-operated school-aged care functions from Chapter 52 of the Arlington County Code; and authorize advertisement of a public hearing to be held at the County Board's April 2021 meeting regarding the permanent adoption of the aforesaid amendments to the Continuity of Operations Ordinance.
21. Award of Contract No. RFP 20-239-7-8 to Vanasse Hangen Brustlin, Inc. (VHB), for the conceptual design and environmental planning/ National Environmental Policy Act (NEPA) documentation services for the Crystal City to Ronald Reagan Washington National Airport Intermodal Connector project.
C.M. Recommendation: Approve the award of Contract No. RFP 20-239-7-8 between the Arlington County Board and Vanasse Hangen Brustlin, Inc. (VHB) to provide the Conceptual design and environmental planning/NEPA documentation services for the Crystal City to Ronald Reagan Washington National Airport Intermodal Connector project in the amount of $3,845,829.61 plus a contingency of $384,582.96, for a total contract authorization of $4,230,412.57. In addition, authorize the Purchasing Agent to execute the contract, subject to legal review by the County Attorney.
22. Award of Contract No. 21-DES-RFP-257 to Volkert, Inc. for on-call bridge and ancillary structure engineering services for Department of Environmental Services (DES) infrastructure safety inspections and capital improvement projects.
C.M. Recommendation: Approve the award of Contract No. 21-DES-RFP-257 between the Arlington County Board and Volkert, Inc. to provide bridge and ancillary structure engineering and related services on an as-needed basis. In addition, authorize the Purchasing Agent to execute the Contract, subject to legal review by the County Attorney.
23. Award of Contract No. 21-DES-ITB-468 to Ardent Company, LLC for streetscape improvements at the intersection of North Pershing Drive and Washington Boulevard.
C.M. Recommendation: Approve the award of Contract No. 21-DES-ITB-468 to Ardent Company, LLC for streetscape improvements at the intersection of North Pershing Drive and Washington Boulevard in the amount of $858,500.00 and an allocation of $128,775.00 as a contingency for change orders or increased quantities for a total contract authorization of $987,275.00. In addition, authorize the Purchasing Agent to execute the contract documents subject to legal review by the County Attorney upon final approval of the Project Award Submittal Package by the Virginia Department of Transportation (VDOT).
24. Award of Contract No. 21-CPHD-ITB-475 to Sagres Construction Corporation for the construction of the Neighborhood Conservation (NC) Program street and stormwater improvements from North Oakland Street from North Pershing Drive to the Cul-de-sac.
C.M. Recommendation: Approve the award of Contract No. 21-CPHD-ITB-475 to Sagres Construction Corporation for the construction of the Neighborhood Conservation (NC) Program street improvement project and Stormwater Management water quality project on North Oakland Street from North Pershing Drive to the Cul-de-sac, in the amount of $500,376.90 and an allocation of $75,056.54 as a contingency for change orders or increased quantities for a total contract authorization of $575,433.44. In addition, authorize the Purchasing Agent to execute the contract documents subject to legal review by the County Attorney.
25. Award of Contract No. 21-CPHD-ITB-498 to A & M Concrete Corp. for the Glencarlyn and Dominion Hills Neighborhood Conservation (NC) projects at the intersections of 4th Street South, from South Kensington Street to South Illinois Street, and 9th Street North and North Larrimore Street, which includes a bioretention system.
C.M. Recommendation: Approve the award of Contract No. 21-CPHD-ITB-498 to A & M Concrete Corp. for the construction of two (2) Neighborhood Conservation projects at the intersections of 4th Street South, from South Kensington Street to South Illinois Street, and 9th Street North and North Larrimore Street (which includes a Stormwater Water Quality project/ bioretention system) in the amount of $1,435,775.80 and an allocation of $215,366.37 as a contingency for change orders or increased quantities for a total contract authorization of $1,651,142.17. In addition, authorize the Purchasing Agent to execute the contract documents subject to legal review by the County Attorney.
26. Intergovernmental agreement between Arlington County and the City of Alexandria for open channel dredging of the Four Mile Run east and west levee systems (the Agreement).
C.M. Recommendation: Authorize the County Manager to execute the agreement (attached to the staff report) subject to the review and approval by the County Attorney.
27. Acceptance of a 2020 Rescue Squad Assistance Fund (RSAF) grant from the Virginia Department of Health, Office of Emergency Medical Services (VOEMS) for the purchase of an iSimulate REALTi 360 training device for the Arlington County Fire Department (ACFD).
C.M. Recommendation: Authorize the County Manager to accept $4,498 in grant funds to purchase an iSimulate REALTi 360 Plus training device for the Arlington County Fire Department (ACFD), and to execute related grant documents in a form approved by the County Attorney. In addition, appropriate $4,498 from the Virginia Department of Health, Office of Emergency Medical Services (101.364900) to the Fire Department (101.34301) for training equipment and training to enhance and improve the Department's Emergency Medical Services (EMS) training program.
28. Annie E. Casey Foundation Grant for Restorative Justice programs.
C.M. Recommendation: Authorize the County Manager or his designee to accept $75,000 in grant funds for the Restorative Justice program from the Annie E. Casey Foundation and to execute related grant documents in a form approved by the County Attorney.

Request to authorize advertisement of public hearings on the County Board’s Own Motion for the Planning Commission and County Board to consider a site plan amendment (SP #445) within 120 days from the submission date of the site plan amendment application, for a temporary conversion of up to 100 units from residential use to hotel use for the property known as The Highlands; located at 1555 Wilson Blvd. and 1788 N. Recommendation: Approve the purchase and sale agreement (attached to the staff report) between the County Board of Arlington County, Virginia, as Seller, and GS Courthouse Owner, LLC, as Purchaser, for the sale of the property and improvements located at 2049 15th St. N., RPC Number 18-001-003 (Purchase and Sale Agreement). In addition, authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to execute, on behalf of the County Board, the purchase and sale agreement (attached to the staff report) and all related documents, subject to approval as to form of all such documents by the County Attorney.

C.M. Recommendation: Enact the ordinance of vacation (attached to the staff report) to vacate a portion of North Uhle Street running south from Clarendon Boulevard adjacent to the western border of Part of Lot 1-A & 22-A, Fort Myer Heights, RPC No. 18001004, with conditions. In addition, authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to execute, on behalf of the County Board, the Deed of Vacation, and all other documents or deeds necessary to effectuate the attached Ordinance of Vacation, subject to approval as to form by the County Attorney.
34. SP #345 Site Plan Amendment to remove Condition #49 that requires the developer to retain eight (8) parking spaces located at 2050 Wilson Blvd., and to add a new condition to acknowledge the location and width of the proposed public promenade along North Uhle Street as part of the Landmark Block redevelopment (SP #457); located at 2121 15th St. N. (RPC# 18-087-006).
C.M. Recommendation: Adopt the Site Plan Amendment Ordinance (SP #345, attached to the staff report) to remove Condition #49 that requires the developer to retain eight (8) parking spaces located at 2050 Wilson Blvd., and to add a new condition to acknowledge the location and width of the proposed public promenade along North Uhle Street as part of the Landmark Block redevelopment (SP #457), subject to all previously approved conditions, with the exception of the deleted Condition #49, and new Condition #61.
35. Request to authorize advertisement of public hearings by the Planning Commission and County Board to consider proposed amendments to Articles 12 and 15 of the Arlington County Zoning Ordinance (ACZO) to allow modifications of the maximum building height for multifamily residential development in the RA14-26, RA8-18, and RA6-15 districts by the County Board through its site plan approval authority for development projects providing 100% of the dwelling units as low- or moderate-income housing.
C.M. Recommendation: Adopt the resolution (attached to the staff report) to authorize advertisement of public hearings by the Planning Commission on April 5, 2021, and by the County Board on April 17, 2021, to consider proposed amendments to Articles 12 and 15 of the Arlington County Zoning Ordinance (ACZO) to allow modifications of the maximum building height of up to 60 feet for multifamily residential development in the RA14-26, RA8-18, and RA6-15 districts by the County Board through its site plan approval authority for development projects providing 100% of the dwelling units as low- or moderate-income housing, and to make other editorial changes to improve clarity.
