Battelle Memorial Institute, Pacific Northwest Division, which operates the Pacific Northwest National Laboratory (PNNL) for the U.S. Department of Energy (DOE) invites you to submit a proposal to support the advancement of building energy codes in the following five technical areas:
- Technical Area 1 - Stretch Codes
- Technical Area 2 - Building Performance Standards
- Technical Area 3 - Energy and Resilience Planning
- Technical Area 4 - Energy Justice
- Technical Area 5 - Energy Jobs and Workforce Development
Battelle intends to award one Labor Hour Time and Material (LH/T&M) Indefinite Delivery/Indefinite Quantity (IDIQ) contract per individual technical area as detailed within this Request for Proposal (RFP). Each of the five technical areas include their own evaluation and scoring criteria and will be evaluated independently with the Best Value proposal (combination of both technical and price and other factors identified elsewhere in the attached Request for Proposal), being selected for an award.
Offerors may propose in one or more technical area of their choice.
Proposals will be reviewed to determine the Offeror whose proposal contains the combination of those criteria offering the best overall value to Battelle, not necessarily to the Offeror with the lowest price or highest evaluated score. Best value will be determined by a tradeoff analysis of comparative differences in the value of technical merit with differences in price. Battelle is more concerned with obtaining superior technical or management features than with making an award at the lowest overall price. However, Battelle will not make an award at a significantly higher overall price to achieve slightly superior technical or management performance.

Notification of Intent to Propose: November 23, 2021
Proposal Questions: November 30, 2021
Proposal Due: December 10, 2021
Proposals shall be valid for a period of 120 days after the final proposal due date.
