WAIVER OF CERTAIN NURSING FEES

I. INTRODUCTION AND PURPOSE: The Washington state department of health is waiving certain nursing fees that impose barriers to recruiting nurses who have inactive licenses or expired licenses for three years or less.

The department is issuing this waiver in response to the coronavirus disease 2019 (COVID-19) public health emergency to maximize the availability of nurses across the state. Governor's Proclamation 20-32 waived additional measures: Continuing education requirements and certain education requirements for reactivating a license.

II. AUTHORITY: The department grants this waiver in accordance with RCW 43.70.110(1). The terms of this waiver do not violate an existing state, federal, or tribal law.

III. SCOPE AND DURATION: Attached is a list of all fees for nursing licenses. The fees that are highlighted are waived to relieve nurses with an inactive or expired license for three years or less of the financial burden of the licensing fees during the period of the proclamation.

This waiver is limited to the licensing fees identified in Section IV. Licensing fees that are not identified in Section IV remain effective and are not waived.

This waiver is in effect starting on the date signed in Section V, and remains in effect until withdrawn by the department or until the governor issues a proclamation declaring the termination of the state of emergency declared by Proclamation 20-32 as amended by any subsequent amendatory proclamations, whichever is earlier.

IV. WAIVED LICENSING REQUIRMENTS [REQUIREMENTS]: According to the terms of this waiver, the department waives the following licensing fees only in WAC 246-840-990:
