About this event

The goal of this course is to enable the students to develop an effective interface between the Incident Command / Unified Command and the Emergency Operations Center by applying National Incident Management System principles.  Specifically:

  • Examine the role and function of the Emergency Operations Center (EOC) in providing support to the incident.
  • Focus on the coordination between the Incident Command System (ICS) and the EOC.

NOTE: This is a remote-access class that will be using the Zoom video-conferencing system. Because of the amount of small-group exercises in this course, unless there are technological hurdles for someone, all students will be **expected** to participate with a live video camera during most of the class (even if it's just from their cell phone).

Course Objectives:

  • Identify potential ICS/EOC interface challenges.
  • Explain key NIMS concepts, command and coordination systems, and structures.
  • Analyze given scenarios to determine commonalities and potential interface issues between ICS and EOCs.
  • Explain the respective roles and interconnectivity of the NIMS command and coordination systems in coordination.
  • Contrast the typical role and functions of the Incident Command and the EOC during emergency operations.
  • Analyze given scenarios to apply ICS/EOC interface concepts.
  • Develop an ICS/EOC interface action plan for your community.

Prerequisites (REQUIRED):

NOTE: As a first step, register for the class on this site. After registering for the class, you *MUST* send electronic copies of your completion certificates from these courses (below) to this e-mail address: oemt@kingcounty.gov 

  • IS-100, Introduction to the Incident Command System;
  • IS-700, An Introduction to the National Incident Management System;
  • IS-800, National Response Framework, An Introduction.

And either:

  • IS-200, Basic Incident Command System for Initial Response  ** OR ** IS-2200 Basic Emergency Operations Center Functions

(You can visit FEMA's Emergency Management Institute to complete these free Independent Study courses.)

Course Length:

NOTE: This class is two *half-days* in length (9 hours total). We will be meeting from 8:00 AM to 12:30 PM each day.

Target Audience:

The intended audience(s) are federal, state, tribal, territorial, local level, private industry, volunteer and nongovernmental emergency management personnel who are active in a community's Incident Response or Emergency Operations Center (EOC) activities.

This course works best when delivered to a combined audience of Incident Response and EOC personnel. The materials were developed with the assumption that audience members may have little or no actual experience as a member of an Incident Command Post staff or an EOC Staff.
