Housing Action Plans

A housing action plan (HAP) is an optional tool, described in RCW 36.70A.600(2), that defines strategies and implementing actions that promote greater housing diversity, affordability and access to opportunity for residents of all income levels.  Please click on the pages under the “Housing Action Plan” tab or below for:

2021-2023 Housing Action Plan Implenentation (HAPI) Grant

In 2021, the Legislature appropriated $5 million for cities planning under the Growth Management Act (GMA) to adopt actions to increase residential building capacity and address housing affordability. Under this Housing Action Plan and Implementation (HAPI) grant program, grants will fund new housing action plans (HAPs) under RCW 36.70A.600 or implementation of strategies from adopted HAPs.
